Job Overview:
The Intergovernmental Policy Consultant on macro-economic policy and sustainable development plays a crucial role within the Intergovernmental Support Section (IGS) of the Policy, Programme and Intergovernmental Division (PPID) at UN Women. This position is pivotal in ensuring that gender equality and women's empowerment are integrated into global development agendas and intergovernmental processes. The consultant will lead and coordinate UN Women's engagement in intergovernmental policy processes related to the 2030 Agenda and Sustainable Development Goals (SDGs). This includes providing technical support to Member States, developing normative agreements, and ensuring accountability through the review and reporting of implementation. The consultant will also engage with various stakeholders to advocate for gender perspectives in macroeconomic policies and sustainable development initiatives, thereby contributing to the eradication of poverty and the promotion of food security and nutrition. The role requires collaboration with country and regional offices to develop strategies, thematic reviews, and tools for capacity building, as well as preparing documentation for UN normative intergovernmental processes.

Duties and Responsibilities:
  • Provide substantive support to intergovernmental processes and policy development by preparing position papers and reports for intergovernmental bodies, including the Commission on the Status of Women and the Economic and Social Council. This involves analyzing debates, supporting negotiations, and compiling outcomes.
  • Engage strategically with macro-economic and sustainable development-related intergovernmental processes, leading the development of corporate positions and strategies, particularly for the High-Level Political Forum and the Second Committee of the General Assembly.
  • Monitor trends and provide policy analysis on the integration of gender perspectives in intergovernmental processes, offering strategic support to regional and country offices.
  • Contribute to knowledge generation and capacity building by developing knowledge management strategies and creating strategic briefing packages for senior leadership participation in intergovernmental processes.
  • Perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
Candidates must possess a Master’s degree (or equivalent) in development-related disciplines, gender issues, economics, public policy, law, or other social science fields directly related to the thematic area of the post. A Bachelor’s degree combined with two additional years of relevant experience may be accepted in lieu of a Master’s degree. A program or project certification in this area of work would be an added advantage. Candidates should demonstrate a strong understanding of gender equality and sustainable development issues, as well as experience in policy analysis and intergovernmental processes.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as development, gender studies, economics, public policy, law, or social sciences. A Bachelor’s degree with additional professional experience may also be considered. Candidates with specialized certifications related to project management or gender issues will have an advantage.

Experience:
The position requires a minimum of ten years of progressively responsible professional experience in development, with a focus on policy analysis, gender equality, social development, human rights, and institutional governance. At least seven years of this experience should be directly related to the thematic area of the post. Proven experience with United Nations intergovernmental processes, including support to governing bodies and negotiations, is essential. Experience within the UN system or other international organizations is highly desirable.

Languages:
Written and oral proficiency in English is mandatory for this position. Knowledge of another UN working language is considered desirable and may enhance a candidate's application.
