Job Overview:
The position involves designing and implementing a comprehensive five-day training program aimed at enhancing the diplomatic communication skills of senior Tunisian diplomats. The training is crucial in the current diplomatic landscape characterized by rapid media changes and the need for effective communication strategies. The consultant will lead the training sessions, focusing on various aspects of diplomatic communication, including public speaking, crisis management, and digital diplomacy. The goal is to equip diplomats with the necessary skills to represent Tunisia effectively on the international stage and to ensure consistency in official discourse.

Duties and Responsibilities:
The consultant will be responsible for the strategic design and implementation of the training program, which includes developing training materials, conducting five in-person training sessions, and producing a final report with strategic recommendations. Key responsibilities include leading the training sessions, providing high-level technical leadership, tailoring training modules to meet the needs of the participants, and ensuring alignment with Tunisia's diplomatic priorities. The consultant will also be expected to engage with participants through interactive teaching methods, including case studies and practical simulations, to enhance learning outcomes.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in International Relations, Law, Political Science, Communication, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. An academic specialization or certification in strategic communication, diplomacy, or negotiation is advantageous. The position requires a minimum of 7 years of progressively responsible experience in diplomacy, strategic communication, and crisis management, along with experience working with international organizations or national authorities. Previous consulting or training facilitation experience is essential, as well as familiarity with new technologies like AI in diplomatic communication.

Educational Background:
A Master’s degree or equivalent in relevant fields such as International Relations, Law, Political Science, or Communication is required. Alternatively, a first-level university degree with additional qualifying experience may be accepted. Specialization in strategic communication or related areas is preferred.

Experience:
The position requires at least 7 years of relevant experience in diplomacy, strategic communication, and crisis management. Candidates should have a proven track record of working with international organizations and engaging with media. Experience as a consultant or training facilitator is essential, along with familiarity with the North African context and foreign policy challenges in the region.

Languages:
Fluency in Arabic and French is mandatory for this position. Knowledge of any other UN official language is considered an asset, enhancing the candidate's profile for the role.

Additional Notes:
This consultancy is home-based but requires travel to Tunis, Tunisia for the training sessions. The training will be conducted over five days, with each session lasting five hours. The consultant will be expected to deliver training materials, conduct pre- and post-training evaluations, and provide a final report detailing the training outcomes.
