Job Overview: The Chargé(e) IS Senior is responsible for providing technical support in monitoring, evaluation, and learning (MEL) and contributing to the development, dissemination, and updating of tools, materials, reports, and other documents related to strategic information. This role involves active participation in the implementation of key components of the MEL system for the EpiC and STRIDES projects in assigned regions, including data collection and analysis, report production, and indicator tracking. Under the supervision of the Clinical Technical Advisor and in close collaboration with the SI Advisors of the EpiC and STRIDES projects, the Chargé(e) IS Senior ensures the quality of data collected at the regional level and its effective use to inform decision-making. Additionally, the role contributes to planning and strengthening MEL systems at the regional level and provides guidance on the digitalization of information systems at both health facility and community levels.
Duties and Responsibilities:
Provide regional MEL technical support for the EpiC and STRIDES projects.
Participate in the design, development, and implementation of MEL tools and systems to enhance data collection and management, including through DHIS
Supervise all MEL activities of local partners, ensuring compliance with national policies and standards, FHI 360, and U.S. Department of State (DOS) guidelines.
Strengthen the capacities of local partners, including regional health, livestock, and environment departments, to improve data quality, support the implementation of MEL system components, and facilitate data analysis for informed decision-making.
Support project teams to ensure that MEL activities reflect successes and impacts.
Regularly monitor project indicators and their progress.
Conduct MEL site visits, including to local partners and health facilities, and perform data quality audits (DQA) using official tools.
Promote the dissemination and use of best practices and lessons learned at the regional level in collaboration with the technical team.
Ensure the consistency, completeness, and timeliness of reports required by the projects. 1
Maintain regular technical dialogue and exchange on MEL with field counterparts and technical staff of partners. 1
Represent FHI 360 at national and international government meetings regarding supported regions and within technical working groups to promote best practices and evidence-based global guidance. 1
Perform any other related tasks as assigned.
Required Qualifications:
In-depth functional knowledge in strategic information and health information systems.
Strong diagnostic, analytical, and problem-solving skills.
Ability to analyze and interpret data, identify errors, and prepare reports.
Ability to persuade and gain buy-in from stakeholders on the benefits of an idea, action plan, or tool, with strong negotiation skills.
Provide relevant and timely MEL support to field-implemented projects.
Ensure the quality of MEL activities and systems deployed at the regional level.
Proficient in standard computer tools, including MS Office applications.
Proficient in database management software, DHIS2 (and Tracker), and Kobo Tool.
Communicate clearly, positively, and professionally with clients and staff. 1
Excellent organizational and analytical skills. 1
Ability to resolve problems and implement corrective actions when necessary.
Educational Background: Master's degree in public health, pharmacy, epidemiology, biostatistics, surveillance and evaluation, demography and population studies, or a related field, or equivalent international qualification.
Experience: 5 to 7 years of professional experience in MEL on public health projects, particularly in HIV, maternal, neonatal, and child health (MNCH), nutrition, and/or global healthsecurity" style="border-bottom: 1px dotted #007bff !important;">security (GHS) programs. At least 5 years of MEL experience in projects funded by the U.S. Government. Experience in capacity building of local actors in the production and use of strategic information. Desired experience with integrated projects. Previous professional experience in an NGO, government agency, or private organization.
Languages: Fluency in French, both spoken and written, is required. Proficiency in one or more local languages spoken in the assigned regions is an asset.
Additional Notes: The expected hiring salary range for this role is XOF 22,000,000 - 30,000,000 annually for basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget.
