Job Overview:
The National Consultant will play a crucial role in supporting the Ministry of Economy, Environment and Agriculture of Ukraine and other state institutions in conducting a gender audit. This position involves leading the development of the Gender Audit (GA) Methodology, which includes creating desk review materials, survey questionnaires, and interview guides. The consultant will facilitate training sessions and knowledge-sharing events for the Ministry's working group and other stakeholders. The consultant will also conduct a detailed analysis of collected data, triangulate results from various sources, and draft a comprehensive GA report that includes best practices, areas for development, and actionable recommendations. The consultant will be responsible for organizing validation sessions for the GA report and supporting the development of an Action Plan to address identified issues related to gender equality. This role requires collaboration with various stakeholders and a commitment to advancing gender equality in Ukraine.

Duties and Responsibilities:
The consultant's duties will include leading the development of the GA Methodology, conducting desk reviews of existing documents, facilitating online surveys and interviews, analyzing primary data, drafting the GA report, and organizing validation sessions for the report. The consultant will also support the Ministry and other institutions in implementing gender audit recommendations, which may involve developing or updating policy documents and conducting training sessions. The consultant will be expected to provide regular progress reports on the gender audit activities and ensure that all outputs are submitted in English, with supporting documents in Ukrainian. The consultant will work closely with the Programme Management Specialist and Programme Analyst, coordinating efforts with other national experts as needed.

Required Qualifications:
Candidates must possess an advanced (Master’s) degree or equivalent in public administration, law, social science, international relations, human rights, gender studies, or related fields. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates should have at least two years of relevant work experience in human rights, gender equality, governance, public administration, or related fields. Proven experience in planning and conducting gender assessments, gender analyses, and gender-responsive evaluations is essential. Experience in conducting gender audits in state institutions and providing advisory support to government institutions on gender equality and women's empowerment issues is also required.

Educational Background:
An advanced (Master’s) degree or equivalent in relevant fields such as public administration, law, social science, international relations, human rights, or gender studies is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
Candidates should have a minimum of two years of relevant work experience after obtaining their Master’s degree. This experience should be in fields related to human rights, gender equality, governance, public administration, or research and development. Proven experience in conducting gender assessments, gender analyses, and gender audits in state institutions is crucial, along with experience in providing technical support to government institutions on gender equality and women's empowerment issues.

Languages:
Fluency in Ukrainian is mandatory, and a working level of English is required. Proficiency in additional languages may be considered an asset but is not specified as mandatory.

Additional Notes:
This consultancy is home-based with occasional visits to the Ministry and UN Women offices as needed. Travel is not anticipated, but if necessary, all travel arrangements will be made according to UN Women’s rules and regulations. The consultant is expected to work using their own computer and complete mandatory UN Women trainings. The position is part-time and may involve a flexible schedule to accommodate the needs of the Ministry and other stakeholders.
