Job Overview:
The Programme Associate position at UN Women involves supporting the Programme Team in developing and implementing effective programs that align with UN Women’s rules and regulations. The role requires collaboration with various stakeholders, including operations and project staff, to resolve complex finance-related issues and facilitate the exchange of information. The Programme Associate will contribute to research, financial management, and program implementation, ensuring that all activities are executed efficiently and effectively. This position is crucial for maintaining the operational integrity of the programs and ensuring that they meet the strategic goals set forth by UN Women. The Programme Associate will also be responsible for providing advanced administrative and logistical support, which includes preparing work plans, budgets, and proposals, as well as coordinating the collection of information for audits and supporting the implementation of audit recommendations. The role is designed for individuals who are proactive, detail-oriented, and capable of managing multiple tasks in a dynamic environment.

Duties and Responsibilities:
The Programme Associate will have a comprehensive set of duties and responsibilities, including: 1) Providing advanced administrative and logistical support for program formulation and management, including preparing work plans, budgets, and proposals. 2) Offering technical guidance to country offices and executing agencies on routine delivery and reporting of program activities and finances. 3) Coordinating the collection of information for audits and supporting the implementation of audit recommendations. 4) Contributing to the development or update of standard operating procedures, guidelines, and business processes in program management. 5) Reviewing program data for the country office website and compiling data for documents and reports. 6) Supporting financial management by creating projects in Quantum, preparing budget revisions, monitoring budget preparation, and maintaining internal expenditure control systems. 7) Overseeing logistical arrangements for meetings, workshops, and events, including travel arrangements for the Programme Team. 8) Preparing public information materials and briefing packets, and liaising with high-level officials on administrative issues. 9) Supporting resource mobilization efforts by preparing agreements and processing information from donors. 10) Facilitating knowledge building and sharing by coordinating training for office staff and partners on program and operations-related issues. 11) Performing other duties as necessary for the efficient functioning of the office and organization.

Required Qualifications:
The position requires a comprehensive set of qualifications, including: 1) Strong knowledge of program management principles and practices. 2) Ability to create, edit, synthesize, and present information in clear formats. 3) Proficiency in administering and executing administrative processes and transactions. 4) Capability to provide input to business process re-engineering and implementation of new data management systems. 5) Excellent financial and budgeting skills, with a strong understanding of office software packages (MS Word, Excel, etc.) and advanced knowledge of spreadsheet and database packages. 6) Familiarity with web-based management systems is also advantageous. 7) A commitment to UN Women’s core values of integrity, professionalism, and respect for diversity is essential.

Educational Background:
The educational background required for this position includes completion of secondary education as a minimum requirement. A Bachelor’s degree in Business or Public Administration, Finance and Accounting, or a related field is considered an asset. This educational foundation is crucial for understanding the complexities of program management and financial oversight within the context of UN Women’s mission.

Experience:
Candidates must have a minimum of seven years of experience in administrative and financial work, project management support, or related fields within the development sector. Experience in using computers and office software packages, including MS Word and Excel, is essential. Substantive knowledge and experience in gender equality and women's empowerment will be viewed favorably. Familiarity with Results-Based Management (RBM) in the program/project cycle is also advantageous, as is experience within the UN system or international development organizations.

Languages:
Fluency in both oral and written English and Romanian is required for this position. Additionally, a working knowledge of Russian is necessary. Candidates with proficiency in one or more additional languages relevant to Moldova, such as Bulgarian, Gagauzian, Romani, Ukrainian, or sign language, will have an advantage in the selection process.
