Job Overview: The Security Guard position at the OSCE Mission in Chisinau is crucial for ensuring the safety and security of the mission's staff, visitors, and property. The incumbent will work under the general supervision of the Deputy Head of Mission and the direct supervision of the appointed Security Focal Point. The role involves a variety of tasks aimed at maintaining a secure environment within the OSCE premises. The Security Guard will be responsible for monitoring access to the premises, conducting regular patrols, and responding to emergencies. This position requires a proactive approach to security, with an emphasis on vigilance and attention to detail. The Security Guard will also be expected to maintain logs of visitors and incidents, ensuring that all security protocols are followed meticulously. The role is essential for upholding the integrity and safety of the mission's operations, and the incumbent will be expected to collaborate effectively with team members and other stakeholders.
Duties and Responsibilities: The duties and responsibilities of the Security Guard include, but are not limited to:
Acting as the Security Guard Entry point by screening all individuals entering the OSCE premises, checking identification cards, and issuing OSCE Badges according to established protocols.
Maintaining a detailed Mission Members and Visitor Log, documenting entries and exits of visitors, including names, times, and the mission members they visited.
Preventing unauthorized access to the OSCE premises and referring any issues to higher authorities when necessary.
Conducting regular patrols of the office premises, including entry and exit points, and ensuring that all security measures are in place.
Monitoring video surveillance systems and reporting any suspicious activities to the Security Focal Point, along with drafting written reports on incidents.
Ensuring that all office machines, air conditioning, and lights are turned off after working hours, and that windows are secured.
Responding to emergencies affecting personnel and premises, notifying relevant security personnel as needed.
Performing receptionist duties during non-business hours, including registering individuals and vehicles entering and leaving the premises.
Acting as a back-up driver when required and performing other duties as assigned by the Security Focal Point.
Required Qualifications: The position requires the following qualifications:
Secondary Education is mandatory.
A valid driving license with the ability to operate both manual and automatic 4-wheel drive vehicles.
A minimum of one year of experience in security functions within a large private enterprise, bank, or national/international organization.
A working knowledge of English, with fluency in Romanian and Russian being essential.
Demonstrated gender awareness and sensitivity, with the ability to integrate a gender perspective into tasks and activities.
Strong teamwork skills, with the ability to work effectively with individuals from diverse cultural, religious, and political backgrounds while maintaining impartiality.
Proficiency in using Microsoft applications and being computer literate is required.
Educational Background: Candidates must possess at least a High School Diploma or equivalent (GED). This educational background is essential for understanding the responsibilities and protocols associated with the security role within the OSCE Mission.
Experience: The ideal candidate should have a minimum of one year of relevant experience in security functions. This experience should ideally be within a large organization, such as a private enterprise, bank, or national/international organization, where the individual has developed skills in monitoring security protocols and responding to emergencies.
Languages: Fluency in Romanian and Russian is mandatory for this position, as these languages are essential for communication within the mission and with local stakeholders. A working knowledge of English is also required, as it is the primary language of the OSCE and necessary for understanding documentation and communication with international staff.
Additional Notes: This position is a full-time contracted role under the OSCE Mission to Moldova, classified at the General Services level (G2). The monthly remuneration is EUR 647.58, subject to social security deductions, and OSCE salaries are exempt from taxation in Moldova. The contract is fixed-term, and appointments are typically made at Step 1 of the OSCE salary scale, with the possibility of higher initial appointments based on relevant experience. The OSCE provides social benefits, including participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Candidates should be aware that the OSCE does not reimburse expenses related to interviews, tests, visas, or relocation. Additionally, the OSCE has a mandatory retirement age of 65 for contracted positions, and candidates must be aware that appointments are subject to medical clearance.
