Job Overview:
The Programme Associate will play a crucial role in the Conflict Prevention and Resolution (CPR) Programme within the OSCE Mission to Moldova. This position involves contributing to the development and implementation of various projects aimed at enhancing conflict resolution strategies in the region. The incumbent will be responsible for coordinating project activities, providing financial and administrative support, and liaising with implementing partners. The role requires a proactive approach to project management, ensuring that all activities align with the mission's objectives and comply with organizational procedures. The Programme Associate will also be tasked with preparing reports, briefing materials, and maintaining comprehensive documentation related to the programme, thereby ensuring transparency and accountability in all operations.

Duties and Responsibilities:
The Programme Associate will assist in identifying, developing, coordinating, and monitoring programme and project activities. This includes supporting the preparation of project proposals, work plans, budgets, and implementation strategies within the CPR Programme area. The incumbent will coordinate administrative, financial, and logistical processes related to programme implementation, including procurement actions, project documentation, and expenditure tracking. Additionally, the Programme Associate will review financial and narrative reports submitted by implementing partners, maintain implementation records, and support the monitoring and evaluation of programme activities. Developing and maintaining effective working relationships with governmental counterparts, international organizations, NGOs, and other stakeholders is essential. The role also involves preparing correspondence, briefing notes, analytical summaries, and presentations, as well as providing interpretation and translation support during meetings. Organizing and coordinating meetings, workshops, and other programme-related events will be part of the responsibilities, along with reporting on outcomes and recommendations.

Required Qualifications:
Candidates must have completed secondary education, supplemented by formal training in project management, public administration, finance, accounting, international relations, or related fields. A minimum of six years of progressively responsible professional experience in programme/project management, administration, finance, accounting, or related areas is required. Experience working in an international organization, governmental institution, or NGO environment is considered an asset. Candidates should possess a good knowledge of programme and project management processes, including planning, budgeting, monitoring, and reporting. Strong drafting, analytical, and organizational skills are essential, along with excellent verbal and written communication skills in English, Romanian, and Russian. Computer literacy with practical experience in Microsoft Office applications and administrative/financial systems is also necessary. The ability to work with people of different nationalities, religions, and cultural backgrounds is crucial, as is demonstrated gender awareness and sensitivity.

Educational Background:
The educational background required for this position includes a High School Diploma or equivalent (GED). Additional formal training in relevant fields such as project management, public administration, finance, or international relations is highly desirable and will enhance a candidate's suitability for the role.

Experience:
The position requires a minimum of six years of progressively responsible professional experience in areas related to programme/project management, administration, finance, or accounting. Candidates with experience in international organizations, governmental institutions, or NGOs will have a competitive advantage. The role demands a solid understanding of programme and project management processes, which can only be gained through substantial hands-on experience in similar environments.

Languages:
Proficiency in English, Romanian, and Russian is mandatory for this position. Excellent verbal and written communication skills in these languages are essential for effective interaction with stakeholders and for the preparation of reports and documentation. Knowledge of additional languages may be considered an asset but is not required.

Additional Notes:
The position is a full-time, fixed-term contract with a monthly remuneration of EUR 1,342.75, subject to social security deductions. OSCE salaries are exempt from taxation in Moldova. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are typically made at Step 1 of the applicable OSCE salary scale, with the possibility of an initial appointment at up to Step 3 in exceptional cases. Candidates should be aware that the OSCE does not reimburse expenses related to interviews, tests, visas, or relocation. The mandatory retirement age for contracted positions is 65 years, and candidates must be aware that OSCE appointments are subject to medical clearance.
