Job Overview: The Economic Recovery Officer – engineer" style="border-bottom: 1px dotted #007bff !important;">Civil Engineer will play a crucial role in supporting the technical planning, supervision, and monitoring of DRC’s livelihoods and cash-for-work (CfW) projects. This position focuses on construction, soil and water conservation, and nature-based solutions, including the construction of gabion structures and afforestation efforts. The officer will ensure that all project implementations adhere to national and international engineering standards, best practices, and safety protocols. The role requires close coordination with contractors, local authorities, and community stakeholders to ensure quality and timely delivery of project outcomes. The officer will report directly to the Project Manager and will be responsible for overseeing various technical aspects of the projects, ensuring compliance with DRC and GIZ standards, and promoting accountability among project participants.
Duties and Responsibilities: The Economic Recovery Officer will have a comprehensive set of duties and responsibilities, including:
Technical Oversight: Review and validate engineering designs, BoQs, and shop drawings; ensure compliance with technical specifications and quality standards; provide on-site technical support; lead site operations and manage documentation related to CfW activities.
Field Supervision & Monitoring: Maintain a full-time presence at project sites; monitor contractors and CfW teams; manage documentation and reporting processes.
Planning & Reporting: Support the preparation of work plans and procurement requests; consolidate field reports and provide inputs for monthly and donor reports.
Safety & Compliance: Enforce safety protocols and environmental safeguards; promote adherence to DRC’s Code of Conduct.
Capacity Building & Stakeholder Engagement: Provide coaching and technical guidance to site supervisors and CfW workers; engage with local authorities and community stakeholders.
Documentation and Archiving: Maintain project records and ensure proper documentation of all activities and materials used in the projects.
Required Qualifications: Candidates must possess a Bachelor’s or Master’s degree in Civil Engineering, Water and Environment Engineering, or a related field. Registration with the Jordan Engineers Association or an equivalent body is considered an asset. A minimum of 4 years of professional experience as a Civil Engineer is required, with a strong background in construction management, soil and water conservation, and relevant infrastructure projects. Candidates should hold a recognized occupational safety qualification approved by the Ministry of Labour, preferably with experience in managing the construction of gabion structures. Strong technical skills in AutoCAD, Excel, and other design software are essential, along with demonstrated experience in technical writing and report development. Familiarity with national engineering standards, OSH regulations, and environmental safeguards is also necessary.
Educational Background: The position requires a Bachelor’s or Master’s degree in Civil Engineering, Water and Environment Engineering, or a related field. This educational background is crucial for understanding the technical aspects of the projects and ensuring compliance with engineering standards and best practices.
Experience: Candidates should have a minimum of 4 years of professional experience in civil engineering, particularly in construction management, soil and water conservation, and related infrastructure projects. Experience supervising contractors and CfW teams in INGO or donor-funded projects is highly desirable. Proven experience in conducting technical training sessions and managing construction activities is also essential.
Languages: Fluency in Arabic and English is mandatory for this position. Strong communication skills in both languages are necessary to effectively engage with project participants, stakeholders, and team members. Additional language skills may be considered an asset but are not required.
Additional Notes: This position is based in Jordan, specifically in the Southern Area, including locations such as Ghour Safi and Fidan.
