Job Overview: The position involves providing support to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director in implementing Action contre la Faim (ACF) programs in the Democratic Republic of the Congo. The individual will be responsible for ensuring the implementation of ACF programs through field coordinators, overseeing the necessary actions to ensure project quality and compliance with internal procedures. The role also includes active participation in the operational management of the mission, closely collaborating with the Country Director. The responsibilities encompass defining the country strategy, overseeing program implementation, and managing a team of field coordinators, which includes direct management of eight individuals and indirect management of 165 personnel. The position requires ensuring compliance with internal procedures and donor requirements, as well as operational oversight of the mission, particularly in executing the mission's action plan.
Duties and Responsibilities:
Participate in defining the country strategy and ensure its implementation.
Oversee the implementation of ACF programs across various bases.
Directly manage a team of eight field coordinators and indirectly manage 165 staff members.
Ensure compliance with internal procedures and donor requirements.
Actively participate in the operational management of the mission under the authority of the Country Director.
Implement the mission's action plan effectively.
Provide support and guidance to field coordinators to enhance program quality.
Facilitate communication and collaboration among team members and stakeholders.

Required Qualifications: Candidates must hold a higher education degree and possess at least three years of field experience in humanitarian and/or development programs, including one year in field office supervision within an international NGO. Previous experience in a similar role and/or with Action contre la Faim is highly desirable. Candidates should have strong skills in multisectoral technical management at the country level, partnership negotiation, and adult training and workshop facilitation. Knowledge of the local context is an advantage. Strong listening, collaboration, and decision-making abilities are essential, along with good management and leadership skills, analytical capabilities, and proficiency in both written and spoken French and English.
Educational Background: A higher education degree is required for this position, which may include fields related to humanitarian aid, international development, public health, or similar disciplines that provide relevant knowledge and skills for the role.
Experience: The position requires a minimum of three years of field experience in humanitarian and/or development programs, with at least one year in a supervisory role within an international NGO. Candidates with prior experience in similar positions or with Action contre la Faim will be given preference. Experience in multisectoral technical management, partnership negotiation, and adult training is also beneficial.
Languages: Proficiency in French is mandatory, and good command of English is also required. Additional language skills may be considered an asset, particularly those relevant to the local context.
Additional Notes: The position is a fixed-term contract under French law for six months. The gross monthly salary ranges from 2899 to 3376 euros, depending on experience, and includes a 13th month salary. Non-French citizens will receive a retirement insurance reimbursement of 16% of the gross monthly salary. There is a 6% salary increase every 12 months of continuous contract. Monthly per diem and living expenses amount to $1105 net, paid on the ground, along with a monthly contextual allowance of 450 euros. An annual child allowance of 1500 euros per child is provided, with a maximum of 6000 euros per year. Transportation and accommodation are covered, and medical coverage includes 100% reimbursement of health contributions and repatriation insurance. The organization also provides salary maintenance during illness, maternity, and paternity leave. Employees are entitled to 25 days of annual leave and 20 rest and recuperation days per year, with travel expenses covered for breaks.
