Job Overview:
The National Consultant on Women’s Leadership and Participation will provide expert and advisory support for the implementation of the She Leads Ukraine initiative, which aims to ensure women's participation and representation in all spheres of public life. This role involves training Ukrainian women, local community leaders, and national leaders in leadership and candidacy, supporting networking and experience exchange, and coordinating with national and international partners through the Women’s Political Participation (WPP) Task Force. The consultant will work under the guidance of the UN Women Representative and the Programme Specialist/Project Manager, contributing to the development of training activities, organizing forums, and conducting communication campaigns to promote women's political participation. The consultant's work is crucial in addressing the gender disparities exacerbated by the ongoing conflict and in fostering a more inclusive political environment in Ukraine.

Duties and Responsibilities:
  • Develop and implement training activities for Ukrainian women, local community, and national leaders to enhance their leadership and candidacy skills. This includes organizing a series of trainings conducted by UN Women-certified trainers focused on women's political participation.
  • Support networking, upskilling, and experience exchange among trained participants by advising on conceptual strategies and organizing national and regional She Leads Ukraine Forums. This involves developing agendas, inviting speakers, and creating outcome documents.
  • Conduct communication campaigns to promote women's political participation, including developing a landing page, visual identity, and communication messages.
  • Contribute to data collection and analytical papers on women’s political rights in the context of war in Ukraine.
  • Facilitate coordination and functioning of the WPP Task Force, organizing meetings with key stakeholders from Parliament, government, CSOs, and development partners.
  • Provide expert advice on the implementation of the She Leads Ukraine initiative, ensuring a strategic, sustainable, and participatory approach to women's political participation.

Required Qualifications:
  • A Master’s degree or equivalent in Political Sciences, Public Policy and Administration, Social Sciences, Law, or a related field is required.
  • A minimum of five years of progressive professional experience in gender equality and women’s empowerment is essential.
  • Proven experience in coordinating partnerships and analyzing gender-related documents and policies is required.
  • Knowledge of the Ukrainian context and gender equality issues is a strong asset.
  • Previous experience with development agencies and the United Nations, particularly with UN Women, is highly desirable.
  • Excellent analytical skills with a strong drive for results and the ability to work independently are necessary.

Educational Background:
Candidates must possess a Master’s degree or equivalent in fields such as Political Sciences, Public Policy and Administration, Social Sciences, Law, or related disciplines. This educational background is crucial for understanding the complexities of gender equality and women's empowerment within the political and social frameworks of Ukraine.

Experience:
The position requires a minimum of five years of progressive professional experience specifically in the field of gender equality and women’s empowerment. Candidates should have a proven track record in coordinating partnerships and analyzing gender-related documents and policies. Familiarity with the Ukrainian context regarding gender equality is considered a strong asset, as is previous experience working with development agencies and the United Nations, particularly with UN Women. The role demands excellent analytical skills, a strong commitment to results, and the capacity to work independently, which are essential for effectively contributing to the She Leads Ukraine initiative.

Languages:
Fluency in both English and Ukrainian is required for this position. This bilingual proficiency is essential for effective communication and collaboration with various stakeholders, including local community leaders, national leaders, and international partners involved in the initiative.

Additional Notes:
This consultancy is primarily home-based, with occasional travel to training locations within Ukraine, contingent upon obtaining security clearance. All travel arrangements will adhere to UN Women’s rules and regulations.
