Job Overview: The HR Technical Advisor role is designed to provide comprehensive technical guidance and advice on all aspects of human resources, safeguarding, and duty of care, which includes medical, safeguarding, safety, and security" style="border-bottom: 1px dotted #007bff !important;">security considerations for the project team. The advisor will work closely with the Project Implementation Lead to ensure that HR policies, systems, processes, and tools are effectively utilized to enable a blended project team to successfully deliver project objectives in alignment with VSO's Volunteering for Development (VfD) approach. This role is crucial in ensuring compliance with VSO policies, donor requirements, and local legislation, thereby contributing to the overall achievement of VSO's vision and mission. The ideal candidate will be expected to facilitate a collaborative environment that promotes positive change and sustainable working relationships within the project team.
Duties and Responsibilities: The HR Technical Advisor will be responsible for a variety of duties, including but not limited to: providing expert advice on HR policies and practices to ensure compliance with VSO standards and local laws; developing and implementing HR systems and processes that support project objectives; advising on safeguarding measures and ensuring that all team members are trained and aware of their responsibilities; conducting risk assessments related to safety and security for project activities; collaborating with the Project Implementation Lead to align HR strategies with project goals; facilitating workshops and training sessions to enhance team capacity in HR management; monitoring and evaluating the effectiveness of HR initiatives and making recommendations for improvements; ensuring that all HR documentation is maintained accurately and confidentially; and representing VSO in external meetings related to HR and safeguarding issues.
Required Qualifications: Candidates must possess a strong understanding of human resources management, safeguarding policies, and duty of care principles. A proven track record in providing HR technical support in a project environment is essential. The ideal applicant should demonstrate excellent communication and interpersonal skills, with the ability to work collaboratively in a diverse team setting. Knowledge of local labor laws and regulations is crucial, along with experience in developing and implementing HR policies and procedures. Candidates should also exhibit strong analytical and problem-solving skills, with a focus on achieving project objectives and fostering a positive work environment.
Educational Background: A bachelor's degree in human resources management, business administration, social sciences, or a related field is required. Additional certifications in HR management or safeguarding practices would be advantageous. Continuous professional development in relevant areas is encouraged to keep abreast of best practices in HR and safeguarding.
Experience: The position requires a minimum of 5 years of experience in human resources management, with a focus on providing technical support in a project or development context. Experience working with international organizations or NGOs is highly desirable. Candidates should have a demonstrated ability to manage complex HR issues and provide strategic guidance to project teams.
Languages: Fluency in English is mandatory, both written and spoken. Proficiency in Filipino is also required, as the role is open to Filipino nationals only. Knowledge of additional languages relevant to the local context may be considered an asset.
