Job Overview:

This position involves monitoring and managing security issues related to staff, premises, and assets. The incumbent will work under the supervision of a Senior Officer and will be responsible for maintaining regular communication with UNHCR staff, UN agencies, NGOs, and local security authorities. The role requires a proactive approach to security management, ensuring compliance with established protocols and procedures. The Field Security Associate will conduct security assessments, provide training and briefings to staff, and assist in the implementation of security-related projects. This position is vital for ensuring the safety and security of UNHCR personnel and operations in a challenging and dynamic environment.

Duties and Responsibilities:
The duties and responsibilities of the Field Security Associate include:
  • Assisting the supervisor in evaluating security risks and assessing existing security measures for UNHCR staff and operations.
  • Conducting regular security assessments in the field and analyzing information about the security situation.
  • Ensuring compliance with security protocols and advising management on deficiencies.
  • Monitoring the physical security of UNHCR premises and reporting any issues.
  • Supervising the guard force in accordance with UNSMS policies.
  • Supporting UNHCR Protection Colleagues in ensuring the safety of refugees and persons of concern.
  • Providing security briefings and training to UNHCR and partner staff.
  • Responding to staff queries on security issues and providing immediate assistance.
  • Maintaining relationships with local law enforcement and security agencies. 1
  • Supporting the identification and management of risks and opportunities impacting objectives. 1
  • Performing other related duties as required.

Required Qualifications:
Candidates must possess a minimum of three years of relevant experience with a High School Diploma, or two years of relevant work experience with a Bachelor’s degree or higher. Essential qualifications include a high level of knowledge in the security field, strong administrative and organizational skills, and the ability to make sound decisions in emergency situations. Candidates should also demonstrate a commitment to gender equality and be proactive in preventing and responding to inappropriate conduct.

Educational Background:
The educational background required for this position includes a High School Diploma or equivalent for candidates with three years of relevant experience, or a Bachelor’s degree or higher for those with two years of relevant experience. Additional certifications in security and safety are considered essential for this role.

Experience:
The position requires a minimum of three years of relevant experience in security operations for candidates with a High School Diploma, or two years of relevant experience for those with a Bachelor’s degree or higher. Experience in delivering security training and conducting security assessments is highly desirable.

Languages:
Fluency in both English and Ukrainian is mandatory for this position. Knowledge of additional languages is considered an asset, particularly in the context of the local population and operational needs.

The living and working conditions in Ukraine are challenging due to the ongoing conflict, with frequent security risks and disruptions to essential services. Candidates must be prepared for a dynamic and hazardous security environment, including the possibility of relocation and deployment to field locations. The UNHCR Field Security Unit works closely with the UN Security Management System to ensure the safety of personnel and operations.
