Job Overview: The position of Technical Consultant on Technical Supervision is crucial for the successful implementation of the Green Energy Recovery Programme in Ukraine. The consultant will be responsible for overseeing the construction, installation, and commissioning works related to the installation of two cogeneration units in Mykolaiv. This role requires a deep understanding of technical supervision processes and the ability to ensure that all works are carried out in accordance with the contract specifications and timelines. The consultant will work closely with various stakeholders, including contractors and project managers, to ensure that the project meets its objectives and adheres to quality standards. The assignment is expected to last up to six months, with the consultant working from home but required to conduct site visits as necessary to monitor progress and compliance.
Duties and Responsibilities: The Technical Consultant will have a comprehensive set of responsibilities, including but not limited to:
Conducting regular site visits to monitor the progress of construction and installation works, ensuring compliance with technical specifications and safety standards.
Reviewing and approving project plans, designs, and schedules submitted by contractors.
Providing technical guidance and support to contractors and project teams throughout the project lifecycle.
Preparing detailed reports on project progress, challenges, and recommendations for improvements.
Ensuring that all works are completed on time and within budget, while maintaining high-quality standards.
Liaising with UNDP project managers and other stakeholders to communicate project status and address any issues that arise.
Assisting in the preparation of tender documents and evaluation of bids for subcontractors.
Ensuring compliance with UNDP procurement policies and procedures throughout the project.
Required Qualifications: Candidates must possess a strong background in engineering or a related field, with specific qualifications that include:
Proven experience in technical supervision of construction and installation projects, particularly in the energy sector.
Strong understanding of cogeneration technologies and related systems.
Excellent project management skills, with the ability to manage multiple tasks and deadlines effectively.
Strong analytical and problem-solving skills, with a keen attention to detail.
Ability to work collaboratively with diverse teams and stakeholders.
Educational Background: A minimum of a bachelor's degree in engineering, construction management, or a related field is required. A master's degree or equivalent professional certification in project management or a related discipline is preferred, as it demonstrates a higher level of expertise and commitment to the field.
Experience: Candidates should have a minimum of 5 years of relevant professional experience in technical supervision of construction projects, with a focus on energy-related projects being highly desirable. Experience working with international organizations or in a UN context is an advantage, as it indicates familiarity with international standards and practices.
Languages: Fluency in English is mandatory, as all documentation and communication will be conducted in this language. Proficiency in Ukrainian is also required, given the local context of the project. Additional Notes: This position is classified as an individual contractor role, which means it is not a permanent position but rather a contract-based engagement for a specified period.
