Job Overview: The position of National Expert on Innovative Urban Resilience Portfolios and Climate Risk Finance is designed to address the pressing challenges posed by climate change and urbanization in Tajikistan. The assignment is expected to span 150 days from May 2026 to August 2027, during which the expert will engage in research, strategy development, and capacity building activities.
Duties and Responsibilities:
Conduct comprehensive assessments of urban resilience needs in Tajikistan, focusing on climate risks and vulnerabilities.
Collaborate with local governments and stakeholders to implement resilience-building initiatives.
Provide technical guidance and support in the formulation of policies and strategies related to urban resilience and climate risk management.
Facilitate workshops and training sessions to enhance the capacity of local authorities and communities in managing climate risks.
Monitor and evaluate the effectiveness of implemented strategies and provide recommendations for improvement.
Prepare detailed reports and presentations on findings, strategies, and progress made during the assignment.
Required Qualifications:
Proven expertise in urban resilience, climate risk finance, and related fields.
Strong analytical skills and the ability to assess complex urban systems and climate risks.
Excellent communication and interpersonal skills to engage with diverse stakeholders.
Experience in project management and implementation of resilience-building initiatives.
Familiarity with international climate frameworks and policies, particularly those relevant to Tajikistan.
Educational Background: A Master's degree or higher in Urban Planning, Environmental Science, Climate Change, or a related field is required. Additional certifications in climate risk management or urban resilience will be considered an asset.
Experience: A minimum of 5 years of professional experience in urban resilience, climate risk finance, or related areas is required. Experience working with international organizations, particularly in developing countries, is highly desirable. Proven track record of successfully implementing urban resilience projects is essential.
Languages: Fluency in English is mandatory. Proficiency in Tajik or Russian is highly desirable, as it will facilitate communication with local stakeholders and authorities.
Additional Notes: This position is offered as an individual contractor role, with a contract duration of approximately 150 days. The work can be performed remotely, with specific assignments requiring presence in Dushanbe, Tajikistan. The expert will be expected to submit proposals through the UNDP supplier portal, and any clarifications regarding the tender must be communicated through the portal's messaging functionality.
