Job Overview: The position of Field Coordinator involves assuming the role of the delegated mission chief for a region within a country where Solidarités International operates. The Field Coordinator is responsible for proposing a regional strategy that is adapted to the geopolitical and humanitarian context and ensuring its implementation once validated. This role requires verifying that projects are conducted in accordance with the charter of Solidarités International, adhering to all internal and contractual procedures. The Field Coordinator mobilizes the necessary material and financial resources for the successful execution of programs and supervises resource management. Additionally, they coordinate field teams and are responsible for their safety in the assigned area, acting as the direct contact and representative of the mission chief.
Duties and Responsibilities: The Field Coordinator's primary responsibilities include:
Developing and implementing a regional strategy that aligns with the humanitarian needs and geopolitical context.
Ensuring that all projects comply with the organization's charter and internal procedures.
Mobilizing resources necessary for program execution and overseeing resource management.
Coordinating field teams and ensuring their safety.
Representing the organization in external engagements with local authorities, regional coordination forums, and other partners.
Supporting the structuring of bases in the East, including monitoring fuel usage, budget tracking, and supplier payments.
Managing security and movements while monitoring trends related to the Sudanese conflict.
Developing project proposals based on identified needs and conducting needs assessments.
Exploring new sites for potential operations and accessing difficult areas. 1
Addressing operational constraints specific to the East that hinder project implementation.
Required Qualifications: The position requires the following qualifications:
Strong skills in inter-departmental coordination, including budget tracking, procurement procedures, and human resources processes.
Educational Background: Candidates must possess a master's degree in humanitarian studies, development, social sciences, management, or a related field. This educational background is essential for understanding the complexities of humanitarian work and effective program management.
Experience: The ideal candidate should have 0-2 years of experience in a similar position and 3-4 years of experience in the humanitarian sector. This level of experience is crucial for navigating the challenges of humanitarian operations and leading teams effectively.
Languages: Fluency in French and English is mandatory for this position. Knowledge of Arabic is considered an asset, enhancing communication capabilities in the region and with local populations.
Additional Notes: The contract is a short-term position with a duration of 7 months, with the possibility of extension. The role is based in Abéché, with frequent travel to the operational bases in Adré and Iriba. The salary starts at EUR 3080 gross per month, which includes a base salary of EUR 2800 and a 10% annual leave allowance paid monthly. Additionally, a monthly per diem of USD 600 is provided. The organization covers housing costs and travel expenses between the expatriate's home country and the duty station. During the mission, a work and leave alternation system is implemented, allowing for 7 working days off every three months, along with an additional day of rest for each month worked. Expatriates benefit from comprehensive health insurance covering medical expenses, including dental and optical care, and repatriation. Vaccination and necessary malaria treatment costs are reimbursed. The living conditions in Abéché are classified as level 3, with a low risk of spillover from the Sudanese conflict due to its distance from the border. However, urban crime risks should be considered, and a strong presence of armed individuals is noted in the city, which serves as a strategic point for military logistics. UNHAS flights to Ndjaména occur five days a week, and road access is available as a last resort.
