Job Overview: The Finance Unit Leader will oversee the financial operations of the OSCE Programme Office in Dushanbe, ensuring compliance with OSCE rules and regulations. This role involves leading the Finance Unit, which includes managing accounts, treasury, and budget functions. The successful candidate will be responsible for developing and implementing financial reporting systems, preparing the Office’s budget, and monitoring expenditures. The position requires strong analytical skills and the ability to prepare and review financial reports accurately and timely. The Finance Unit Leader will also supervise finance staff, provide guidance, and ensure efficient workflow management while maintaining a client-oriented approach.
Duties and Responsibilities: The Finance Unit Leader will be tasked with leading the Finance Unit, maintaining control of the Office’s financial operations, and ensuring compliance with OSCE regulations. Key responsibilities include:
Developing, implementing, and monitoring financial reporting systems, including monthly reconciliations and budget implementation reports.
Preparing draft responses to internal and external audit inquiries and ensuring corrective actions are implemented.
Supervising Finance Department staff, including monitoring performance and providing guidance and training.
Advising on banking arrangements and cash-flow management, ensuring timely processing of cash and bank transactions.
Preparing draft reports and documents for submission to policy-making organs and providing guidance on financial matters.
Required Qualifications: Candidates must possess excellent physical condition, a valid automobile driving license, and the ability to cope with physical hardship. Strong interpersonal, analytical, and organizational skills are essential, along with good oral and written communication skills. Supervisory and management experience is required, and previous international field experience is desirable. Candidates should have knowledge and experience with computerized financial systems and the ability to provide guidance on financial operations and risk management.
Educational Background: A first-level university degree in finance and accounting, business administration, or economics is required. Additional courses in finance/accounting are preferred. Certification from a recognized professional accountancy institution, such as CPA or CA, is considered an asset.
Experience: Candidates should have a minimum of six years of progressively responsible professional experience in administration, budget, accounting, or finance, including experience in an international organization. Experience in using computer applications, including financial management software, is necessary, along with strong analytical and problem-solving skills.
Languages: Professional fluency in English (spoken and written) is mandatory. A working knowledge of Russian is desirable, as it may enhance communication in the region.
