Job Overview: The Deputy Division Chief position within the Government Finance Division (STAGO) of the IMF's Statistics Department is a senior leadership role that involves significant responsibilities in shaping the strategic direction of the division. The successful candidate will work closely with the Division Chief and other senior management to design and implement strategies that align with the IMF's Accountability Framework and key management goals. This role requires a proactive approach to innovation and change management, as well as effective oversight of daily operations and resource management. The Deputy Division Chief will also be instrumental in fostering a collaborative environment, coaching staff, and ensuring the division meets its objectives in developing and promoting international standards for government finance and public sector debt statistics.
Duties and Responsibilities: The successful candidate will be part of STAGO’s management team, which is responsible for several key functions:
Designing and implementing the overall strategy of the Division in alignment with STA’s Accountability Framework and the IMF Management’s Key Goals.
Initiating innovation and change within the division to enhance its effectiveness and responsiveness to global fiscal data needs.
Managing day-to-day operations and resources of the Division, ensuring efficient workflow and staff development.
Contributing to the development of international standards and methodologies for government finance statistics (GFS) and public sector debt statistics (PSDS), promoting their implementation in policy analyses.
Representing the IMF in international forums and working groups focused on fiscal reporting standards.
Managing conceptual work aimed at advancing measurement frameworks and addressing emerging fiscal data issues.
Overseeing the capacity development (CD) program on government finance and public sector debt statistics, including collaboration with the IMF’s Regional Capacity Development Centers (RCDCs).
Promoting and participating in the division’s analytical and statistical data programs, utilizing STA fiscal databases for evidence-based policymaking.
Collaborating with other IMF departments to support surveillance work, particularly in areas where fiscal statistics intersect with country team activities.
Required Qualifications: The ideal candidate for the Deputy Division Chief position should possess a dynamic and highly motivated personality, with a strong intellectual leadership capability and a proven track record in people management. Essential qualifications include:
An advanced degree in economics, statistics, or a related field.
A minimum of 15 years of relevant work experience, including supervisory and managerial roles.
Strong grounding in quantitative analysis and experience in the compilation and use of GFS and/or PSDS.
Deep knowledge of statistical macroeconomic methodology.
Demonstrated capacity for strategic and analytical thinking, sound judgment, and the ability to lead innovation.
Excellent diplomatic and partnership skills, with the ability to build and maintain relationships both internally and externally.
Outstanding oral and written communication skills in English.
Educational Background: Candidates must hold an advanced degree in economics, statistics, or a closely related field. This educational background is essential for understanding the complex statistical methodologies and economic principles that underpin the work of the IMF and the Government Finance Division.
Experience: The position requires a minimum of 15 years of relevant work experience, which should include significant supervisory and managerial responsibilities. Candidates should have a proven ability to lead teams, manage projects, and drive results in a complex and dynamic environment. Experience in international organizations or similar settings is highly desirable.
