Job Overview:
The ET Consultant - Programming Analyst position is integral to the Programming and Country Engagement (PACE) team within the Fund for responding to Loss and Damage (FRLD) Secretariat at the World Bank. This role involves supporting the development and operationalization of funding modalities and instruments, managing the pipeline and portfolio of the FRLD, and ensuring effective engagement with countries and access entities. The Programming Analyst will be responsible for conducting research, managing communications, and producing reports that inform design" style="border-bottom: 1px dotted #007bff !important;">program design and strategy. The position requires a proactive approach to problem-solving and the ability to work collaboratively within a diverse team. The successful candidate will report directly to the Program Manager and will play a key role in facilitating the FRLD's strategic activities and initiatives.

Duties and Responsibilities:
The duties and responsibilities of the ET Consultant - Programming Analyst include:
  • Developing and maintaining the FRLD pipeline and portfolio management system.
  • Conducting completeness checks for funding requests under the Barbados Implementation Modalities (BIM).
  • Supporting end-to-end pipeline tracking for funding requests, ensuring timely reviews and clearances.
  • Producing periodic reports on the pipeline and portfolio and presenting updates to the team and wider Secretariat.
  • Conducting targeted research and comparative analysis on climate finance and loss and damage issues.
  • Supporting the development of policy briefs, meeting summaries, and talking points.
  • Assisting in preparations for Board Meetings and providing support during these meetings.
  • Developing a database of Board Member comments and analyzing trends.
  • Tracking Board decisions and reporting status to the Program Manager. 1
  • Drafting and formatting various documents, including papers and advocacy materials. 1
  • Maintaining communication with national focal points and partner organizations. 1
  • Coordinating technical sessions and consultations, including setting agendas and preparing materials. 1
  • Managing the FRLD Secretariat and PACE registry emails and responding to inquiries. 1
  • Supporting the preparation of materials for workshops and webinars. 1
  • Performing other duties as assigned by the Program Manager.

Required Qualifications:
The required qualifications for the ET Consultant - Programming Analyst position include:
  • A Bachelor’s degree (or equivalent) in international affairs, international development, or a related field.
  • 1-2 years of relevant work experience, particularly in a multilateral climate fund Secretariat.
  • Demonstrated knowledge of the work of the FRLD and familiarity with climate finance issues.
  • Strong analytical skills and the ability to manage multiple tasks efficiently with attention to detail.
  • Experience in producing research products and presenting findings to diverse audiences.
  • Proven ability to manage communications and relationships with stakeholders effectively.
  • Excellent written and verbal communication skills, with fluency in English required.

Educational Background:
The educational background required for this position includes a Bachelor’s degree or equivalent in fields such as international affairs, international development, or a closely related discipline. This foundational education is essential for understanding the complexities of climate finance and development issues that the World Bank addresses.

Experience:
Candidates for the ET Consultant - Programming Analyst position should have 1-2 years of relevant work experience. This experience should ideally include work within a multilateral climate fund Secretariat, providing the candidate with a solid understanding of the operational and strategic aspects of climate finance and loss and damage initiatives. Familiarity with the FRLD's objectives and operations will be highly advantageous.
