Job Overview:
The Handyman position at the OSCE Programme Office in Dushanbe is intended for individuals who are willing to serve on a short-term basis as part of a roster. The selected candidates will be contacted based on operational needs. The role primarily involves supporting the staff of the Fund Administration Unit (FAU) and Materials Management Unit (MMU) in their daily activities. This includes a variety of tasks related to maintenance and cleaning of the office premises, ensuring that the environment is safe and well-maintained. The Handyman will be responsible for maintaining the office garden, cleaning drainage channels, and assisting with snow and ice removal, among other duties. This position requires a proactive approach to maintenance and a willingness to adapt to the needs of the office as they arise.

Duties and Responsibilities:
The Handyman will perform a range of duties under the supervision of the National Building Maintenance Officer. Key responsibilities include:
  • Cleaning concrete drainage channels and walkways to ensure proper drainage and safety.
  • Assisting with the removal of snow and ice from outside the office perimeter to maintain accessibility during winter months.
  • Helping with the loading and unloading of equipment and materials as needed.
  • Sweeping the office territory and removing leaves to keep the area tidy.
  • Cleaning leaves and debris from gutters and drains to prevent blockages.
  • Caring for the office garden, which includes watering, seasonal cutting, and fertilizing plants.
  • Performing other duties as required by the office, demonstrating flexibility and a willingness to take on various tasks as needed.

Required Qualifications:
Candidates must have completed secondary education and possess at least three years of working experience in gardening, irrigation, and street cleaning. Practical skills and experience in trades such as carpentry, plumbing, and electrical work (220V and low-current equipment) are essential. Experience working with international organizations is preferred. Candidates should also demonstrate good interpersonal and communication skills, excellent physical ability, and strong organizational skills with a high level of attention to detail. A positive and approachable manner, along with team player qualities, is crucial for this role. Additionally, candidates should show enthusiasm for skill development, adaptability to change, and a willingness to embrace new ideas and processes.

Educational Background:
The position requires candidates to have completed secondary education. This foundational education is essential for understanding the basic principles of maintenance and cleaning tasks that the Handyman will be responsible for. Further vocational training or certifications in relevant trades such as gardening, plumbing, or electrical work would be advantageous but are not mandatory.

Experience:

Languages:
Good knowledge of Russian and Tajik languages is mandatory for this position, as these are the primary languages used in the office. Additional Notes:
This position is classified as short-term/temporary, with a monthly remuneration of 444.08 EUR, subject to social security deductions. Social benefits include participation in the Cigna medical insurance scheme. The OSCE retains the discretion to re-advertise or cancel the recruitment process as necessary. Candidates should be aware that the OSCE does not reimburse expenses related to interviews, tests, visas, or relocation. Appointments are subject to medical clearance, and the mandatory retirement age for contracted positions is 65 years.
