Job Overview:
The Division Chief/Assistant Director position in the Capital Flow Division (CF) of the Monetary and Capital Markets Department (MCM) at the IMF is a senior leadership role focused on capital flows. The CF Division is responsible for providing policy guidance on capital flow management tools and capital account liberalization. The selected candidate will lead the division's workplan, manage projects, and allocate staff resources effectively. This role requires a deep understanding of capital flow issues, including the implications of financial system changes and digital technologies. The candidate will also oversee the maintenance and publication of the 'AREAER' database, which tracks exchange measures of IMF members, and will collaborate closely with other departments and country authorities to ensure compliance with the Fund's Articles of Agreement.

Duties and Responsibilities:
The selected candidate will be responsible for a range of managerial and leadership activities, including: developing and implementing the division’s workplan; leading projects and guiding staff resource allocation; providing expert technical advice on capital flow management and liberalization; formulating and guiding an analytical agenda on capital flow issues; overseeing the annual update and publication of the 'AREAER' database; collaborating with other Fund departments on exchange restrictions and compliance assessments; advising senior MCM staff and Fund Management on capital flow issues; and representing the CF Division at external bodies and international conferences.

Required Qualifications:
Candidates must possess an advanced degree in economics or a related field, with a Ph.D. being advantageous. A minimum of 15 years of relevant professional experience is required, along with strong analytical and quantitative skills. Extensive expertise in policy making, advising, and strategic analytical work related to capital flows and financial stability is essential. A proven track record in leading analytical work and authoring impactful research publications is highly desirable. Significant experience working with central banks, international bodies, or standard-setting organizations is also required. Candidates should demonstrate proven management experience, including mentoring staff, fostering teamwork, and effective delegation.

Educational Background:
An advanced degree in economics or a related subject is mandatory for this position. A Ph.D. with a quantitative orientation is preferred, as it indicates a higher level of expertise in analytical methods relevant to capital flows and financial stability.

Experience:
The position requires at least 15 years of relevant professional experience, which should include significant expertise in capital flows, financial stability, and policy-making.
