Job Overview:
The position of Consultant for Legislative Information Management is crucial for the OSCE Programme Office in Bishkek as it aims to support the digital transformation of the Parliament of the Kyrgyz Republic. The consultant will be responsible for developing a structured and standardized system for managing legislative information, which includes laws, draft laws, amendments, and revisions. This role requires a deep understanding of legal documentation management and legislative processes, as well as practical experience in data structuring and familiarity with digital systems used in parliamentary workflows. The consultant will work under the supervision of the National Democratic Institutions Officer and will play a key role in enhancing the efficiency and effectiveness of record and archive management practices within the Parliament.

Duties and Responsibilities:
The successful candidate will undertake a variety of tasks, including: providing analytical input and recommendations to improve record and archive management practices in Parliament; standardizing records and archive management procedures and developing a comprehensive roadmap for implementation; offering technical support to parliamentary units in organizing and systematizing legislative records; conducting training sessions for parliamentary staff on digital records and archive management; ensuring effective communication with parliamentary staff, including IT and archive units, and other stakeholders involved in digitalization and record management; and preparing interim and final reports in accordance with the OSCE reporting template. The consultant will also be responsible for facilitating coordination between relevant stakeholders to ensure the successful implementation of record management practices.

Required Qualifications:
Candidates must possess a university degree in Law, Politics, Social Sciences, Information Management, Data Analytics, Knowledge Management, Media, or related fields. A minimum of two years of experience in law, record and archive management, or parliamentary support is required. Additionally, candidates should demonstrate a solid understanding of democratic governance, civic participation, and the socio-political context in Kyrgyzstan. Strong analytical, communication, and reporting skills are essential, along with proficiency in Microsoft applications and digital tools. Professional fluency in Russian and Kyrgyz is mandatory, with excellent oral and written communication skills. Knowledge of English is considered an asset. Candidates should also exhibit gender awareness and sensitivity, with the ability to integrate a gender perspective into their work.

Educational Background:
The educational background required for this position includes a university degree in relevant fields such as Law, Politics, Social Sciences, Information Management, Data Analytics, Knowledge Management, or Media. Experience:
