Job Overview: The WASH Officer will play a crucial role in the implementation of Emergency Shelter construction and rehabilitation activities in Aweil East County. This position requires providing day-to-day technical guidance and supervision to ensure that project activities are executed effectively. The WASH Officer will be responsible for developing infrastructure designs, creating schematic drawings, and preparing bills of quantities. Additionally, the officer will inspect and supervise the work of project participants and NRC's direct implementation efforts. The role also involves collaborating closely with other Project Officers and assistants to ensure the timely delivery of quality Shelter programs. The WASH Officer will assist the Shelter Officer and WASH and Shelter Coordinator in the overall planning and design of future projects, ensuring that all activities align with NRC's strategic objectives and adhere to established guidelines and policies.
Duties and Responsibilities: The WASH Officer's duties include providing technical guidance and supervision for Emergency Shelter construction and rehabilitation activities, implementing project activities, and supporting the development of infrastructure designs. Specific responsibilities include conducting water quality testing and sanitary inspections at water points, developing technical specifications and bills of quantities for works, assessing the training needs of community-based workers, and assisting in the establishment and training of water point committees. The officer will also compile weekly and monthly WASH reports, program documents, project proposals, and budgets, ensuring that procurement and distribution of materials are timely and compliant with procedures. The WASH Officer will prepare weekly progress reports and other necessary documentation for water and sanitation infrastructures, such as boreholes and latrines, and perform any other duties as requested by the WASH Project Coordinator.
Required Qualifications: Candidates must possess a B.Sc. or HND in Civil or Water Engineering, Geology, Hydrology, or a related field. A minimum of three years of experience working with WASH projects in a humanitarian or recovery context is required. Experience in social work or distribution of humanitarian assistance is advantageous, as is previous work experience in community-based Water and Sanitation programs. Familiarity with emergency water supply, hygiene, and sanitation requirements and protocols is essential, along with knowledge of international minimum standards for Water and Sanitation delivery, such as SPHERE. Excellent communication skills in English, both written and spoken, are mandatory, and fluency in one or more national/regional languages (Arabic and Dinka preferred) is desirable. Candidates should also demonstrate computer literacy in word processing and spreadsheets, with familiarity in AutoCAD, ArcGIS, Epanet, and Google Earth being strongly desirable.
Educational Background: The educational background required for this position includes a degree in Civil or Water Engineering, Geology, Hydrology, or any other relevant field. This educational foundation is critical for understanding the technical aspects of WASH projects and ensuring that the officer can effectively contribute to the planning and implementation of infrastructure projects.
Experience: The position requires a minimum of three years of experience working with WASH projects in a humanitarian or recovery context. Candidates with previous experience in community-based Water and Sanitation programs, particularly in similar roles, will be preferred. Experience working with an International Non-Governmental Organization (INGO) is also desirable, as it indicates familiarity with the operational standards and practices in humanitarian settings.
Languages: Proficiency in English is mandatory, both written and spoken. Additionally, fluency in one or more of the national or regional languages, such as Arabic and Dinka, is considered desirable and beneficial for effective communication within the community and with local stakeholders.
Additional Notes: This position is a full-time role with a contract duration of six months. The WASH Officer will be based in Aweil East, Aweil, and will be required to travel within the region for field-based activities. The role involves working in a challenging environment, and candidates must be prepared to handle the complexities associated with humanitarian work.
