Job Overview: The ICLA Team Leader will be responsible for leading the implementation of Information Counselling and Legal Assistance (ICLA) projects in the Aweil area of South Sudan. This role involves strategic planning, execution, monitoring, evaluation, and reporting of ICLA activities. The Team Leader will work closely with project teams, government institutions, UN agencies, and civil society to ensure effective project delivery. The position requires strong leadership skills to manage a team of project officers and assistants, ensuring that the ICLA interventions are aligned with NRC's mission and objectives. The Team Leader will also be tasked with advocating for the rights of IDPs and ensuring that the services provided meet the needs of the most vulnerable populations.
Duties and Responsibilities: The ICLA Team Leader will oversee the implementation of ICLA interventions, ensuring adherence to NRC policies and donor requirements. Key responsibilities include: developing and managing work plans in consultation with the ICLA Coordinator; supervising the ICLA team and reporting on their progress; managing human resources processes for project staff; preparing procurement requests and overseeing training preparations; identifying improvements in project planning and implementation; staying updated on legal developments in South Sudan; managing information provision regarding NRC and legal services; conducting field missions to assess IDP situations; ensuring client confidentiality; consolidating data reports; assisting in report preparation; representing NRC in meetings; and monitoring and evaluating project effectiveness. The role requires a proactive approach to problem-solving and a commitment to improving the quality of ICLA activities.
Required Qualifications: Candidates must possess a bachelor’s degree in Law, social sciences, or Humanities from a recognized university. Additionally, applicants should have at least 5 years of experience in IDP/refugee-related programs and community-based work. Strong experience in legal casework, protection, and project management is essential, preferably within an international NGO or UN agency. The ideal candidate will have demonstrated leadership skills and the ability to manage and develop a team effectively, ensuring that all team members are supported and empowered to perform their roles.
Educational Background: A bachelor’s degree in Law or social sciences, Humanities from a recognized university is required for this position. This educational background provides the necessary foundation for understanding legal frameworks and social issues affecting displaced populations, which is critical for the effective implementation of ICLA projects.
Experience: The position requires a minimum of 5 years of relevant experience in IDP/refugee-related programs and community-based work. Candidates should have a strong background in legal casework and protection, as well as experience in managing projects and teams. Experience working with international NGOs or UN agencies is highly desirable, as it demonstrates familiarity with the complexities of humanitarian work and the challenges faced by displaced individuals.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within NRC and with external stakeholders. Knowledge of local languages spoken in South Sudan would be an advantage, as it would facilitate better communication with beneficiaries and local communities.
