Job Overview: The WASH Team Leader will play a crucial role in providing day-to-day technical guidance and supervision for the implementation of Emergency Shelter construction and rehabilitation activities in Northern Bahr el Gazal, Warrap, and Western Bahr el Gazal State. This position is responsible for overseeing project activities, which include providing inputs and support for infrastructure design, developing schematic drawings and bills of quantities, and inspecting and supervising the work of project participants. The WASH Team Leader will also assist the WASH Coordinator in delivering technical support for the development of NRC's WASH and Shelter programming in the region. Collaboration with other Project Officers and assistants is essential to ensure the timely delivery of quality Shelter programs, as well as assisting in the overall planning and design of future projects.
Duties and Responsibilities: The WASH Team Leader's duties include providing daily technical guidance and supervision for the implementation of flood-resilient shelter construction and borehole drilling and rehabilitation activities. Responsibilities also encompass the development of technical specifications and bills of quantities for works, assessing the training needs of community-based workers, and assisting in the creation of appropriate training materials and plans. The WASH Team Leader will conduct water quality testing and sanitary inspections at water points, provide technical support to WASH Assistants and local counterparts, and assist in the establishment and training of water point committees. Additionally, the role involves compiling weekly and monthly WASH reports, ensuring timely procurement and distribution of materials, and preparing progress reports for water and sanitation infrastructure projects such as boreholes and latrines.
Required Qualifications: Candidates must possess a B.Sc. or HND in Civil or Water Engineering, Geology, Hydrology, or a related field. A minimum of three years of experience working on WASH projects in a humanitarian or recovery context is required. Experience in social work or the distribution of humanitarian assistance is advantageous, as is previous work experience in community-based Water and Sanitation programs. Familiarity with emergency water supply, hygiene, and sanitation requirements and protocols is essential, along with knowledge of international minimum standards for Water and Sanitation delivery, such as SPHERE. Excellent written and spoken communication skills in English are mandatory, and fluency in one or more national/regional languages, preferably Arabic, is desirable. Candidates should also demonstrate computer literacy in word processing and spreadsheets, with familiarity in AutoCAD, ArcGIS, Epanet, and Google Earth being strongly preferred.
Educational Background: The educational background required for this position includes a degree in Civil or Water Engineering, Geology, Hydrology, or any other relevant field. This educational foundation is critical for understanding the technical aspects of WASH projects and ensuring that the candidate is equipped with the necessary knowledge to perform the role effectively.
Experience: The position requires a minimum of three years of experience working with WASH projects in a humanitarian or recovery context. Candidates should have prior experience in community-based Water and Sanitation programs and should ideally have worked with an international non-governmental organization (INGO). Experience in emergency water supply and sanitation protocols is essential, as well as familiarity with the challenges faced in humanitarian settings.
Languages: Fluency in English is mandatory for this position, both written and spoken. Additionally, proficiency in one or more national or regional languages, with a preference for Arabic, is considered desirable. This linguistic capability is important for effective communication with local communities and stakeholders.
Additional Notes: This position is a full-time role with a contract duration of five months. The WASH Team Leader will be based in Aweil, South Sudan, and will be required to travel within the region for field-based activities.
