Job Overview:
The WASH Assistant will play a crucial role in providing day-to-day technical guidance and supervision for the implementation of Emergency Shelter construction and rehabilitation activities in Aweil East County. This position is integral to the successful execution of project activities, which include providing inputs and support for infrastructure design, developing schematic drawings, and creating bills of quantities. The WASH Assistant will also be responsible for inspecting and supervising the work of project participants and NRC’s direct implementation efforts. In collaboration with the Construction Officer, the WASH Assistant will provide technical support for the development of NRC’s WASH and Shelter programming in Northern Bahr el Gazal State. This role requires close cooperation with other Project Officers and assistants to ensure the timely delivery of quality Shelter programs, as well as assisting the Shelter Officer and WASH and Shelter Coordinator in the overall planning and design of future projects. The WASH Assistant will be expected to adhere to NRC policies and procedures while coordinating WASH activities according to established strategies, proposals, budgets, and plans.

Duties and Responsibilities:
The WASH Assistant will have a comprehensive set of responsibilities, including:
  • Providing daily technical guidance and supervision for Emergency Shelter construction and rehabilitation activities in Aweil East County.
  • Implementing project activities, including providing inputs for infrastructure design, developing schematic drawings, and creating bills of quantities.
  • Inspecting and supervising the work of project participants and NRC’s direct implementation efforts.
  • Assisting the WASH Officer in providing technical support for the development of NRC’s WASH and Shelter programming.
  • Collaborating with other Project Officers and assistants to ensure timely delivery of quality Shelter programs.
  • Assisting in the overall planning and design of future projects alongside the Shelter Officer and WASH and Shelter Coordinator.
  • Adhering to NRC policies, tools, handbooks, and guidelines.
  • Coordinating WASH activities according to strategy, proposals, budgets, and plans.
  • Assisting the WASH Project Coordinator in all aspects of WASH program planning, implementation, monitoring, and evaluation. 1
  • Developing technical specifications and bills of quantities for works. 1
  • Assessing the WASH training needs of community-based workers and assisting in the development of appropriate training materials and plans. 1
  • Conducting water quality testing and sanitary inspections at water points. 1
  • Providing technical support to WASH Assistants and local counterparts on WASH information and communication strategies. 1
  • Assisting in the establishment and training of water point committees and monitoring their performance. 1
  • Compiling weekly and monthly WASH reports, program documents, project proposals, and budgets. 1
  • Ensuring timely procurement, development, and distribution of materials and equipment according to procedures. 1
  • Preparing weekly progress reports and other documents required for water and sanitation infrastructures such as boreholes and latrines. 1
  • Performing any other duties as requested by the WASH Project Coordinator.

Required Qualifications:
The ideal candidate for the WASH Assistant position should possess the following qualifications:
  • A Bachelor’s degree or Higher National Diploma (HND) in Civil or Water Engineering, Geology, Hydrology, or any other relevant field.
  • A minimum of 3 years of experience working with WASH projects in a humanitarian or recovery context.
  • Experience in social work and/or distribution of humanitarian assistance is an advantage.
  • At least 2 years of work experience in community-based Water and Sanitation programs in a similar position.
  • Work experience with an International Non-Governmental Organization (INGO) is desirable.
  • Knowledge of emergency water supply, hygiene, and sanitation requirements and protocols.
  • Familiarity with international minimum standards of Water and Sanitation delivery (e.g., SPHERE) is an advantage.
  • Excellent communication skills, both written and spoken, in English are required.
  • Fluency in one or more national/regional languages (Arabic and Dinka preferred) is desirable. 1
  • Willingness to work as a team member, take direction, and share technical skills with colleagues and counterparts. 1
  • Computer literacy in word processing and spreadsheets is required. 1
  • Familiarity with AutoCAD, ArcGIS, Epanet, and Google Earth is strongly desirable.

Educational Background:
Candidates applying for the WASH Assistant position must have a relevant educational background that includes a Bachelor’s degree or Higher National Diploma (HND) in fields such as Civil Engineering, Water Engineering, Geology, Hydrology, or other related disciplines. This educational foundation is essential for understanding the technical aspects of WASH projects and effectively contributing to the implementation of infrastructure and sanitation initiatives.

Experience:
The position requires a minimum of 3 years of experience working with WASH projects in a humanitarian or recovery context. Candidates should have previous experience in community-based Water and Sanitation programs, ideally in a similar role. Experience working with an International Non-Governmental Organization (INGO) is highly desirable, as it demonstrates familiarity with the operational standards and practices in humanitarian settings. Additionally, candidates should have experience in social work or the distribution of humanitarian assistance, which can enhance their understanding of community needs and engagement.

Languages:
Proficiency in English is mandatory for this position, as excellent communication skills are essential for effective collaboration and reporting. Additionally, fluency in one or more of the national or regional languages, particularly Arabic and Dinka, is preferred. This linguistic capability will facilitate better communication with local communities and stakeholders, enhancing the effectiveness of WASH initiatives.

Additional Notes:
The WASH Assistant position is a full-time role with a contract duration of 6 months. The position is based in Aweil East, South Sudan, and involves field-based travel within the region. The role is classified at Grade 4, Step 1, and reports to the WASH Officer, with technical supervision from the WASH Coordinator.
