Job Overview: The People and Culture Manager will lead the human resource and organizational development functions within Mercy Corps Haiti. This role is pivotal in driving excellence across all people functions in the organization, which includes developing and implementing a comprehensive people strategy, enhancing team capacity through learning opportunities, and fostering a healthy work environment characterized by trust and mutual respect. The manager will oversee HR services, policies, and programs, ensuring compliance with local labor laws and Mercy Corps standards. This position also involves significant engagement with the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and staff to ensure effective HR procedures and a productive work environment. Additionally, the manager will serve as the Country Safeguarding Focal Point, dedicating a substantial portion of their time to safeguarding initiatives and training.
Duties and Responsibilities: The People and Culture Manager will be responsible for strategic oversight of HR processes, including the development and implementation of a country People Strategy, annual work plans, and compliance with labor laws. Key responsibilities include managing personnel files, ensuring timely performance reviews, coordinating salary scales, and overseeing recruitment processes. The manager will also promote a culture of accountability and continuous learning, support employee engagement initiatives, and ensure adherence to Mercy Corps’ Gender Policy and safeguarding standards. The role involves collaboration with various departments to align HR practices with organizational goals, conducting training sessions, and maintaining confidentiality in personnel matters. The manager will also be involved in talent acquisition, onboarding, and team management, ensuring that all HR services are delivered effectively and in compliance with policies.
Required Qualifications: Candidates must possess a Bachelor’s degree in a relevant field, with a Master’s in human resource management being highly desirable. A Certified Human Resource Professional (CHRP K) certification is preferred. The ideal candidate should have 10 to 12 years of professional HR experience, including at least 5 years in leadership roles. A strong understanding of labor laws, donor regulations, and HR policy development is essential. Candidates should demonstrate attention to detail, problem-solving skills, and experience in managing HR systems. Excellent communication skills in English and French are required, with Creole being a plus. Experience in complex emergency environments and a commitment to safeguarding and diversity are also important.
Educational Background: A Bachelor’s degree in human resources, business administration, or a related field is required. A Master’s degree in human resource management or a related discipline is highly preferred. Professional certifications such as CHRP K are advantageous and demonstrate a commitment to the field of human resources.
Experience: The position requires 10 to 12 years of professional HR experience, with a minimum of 5 years in leadership roles. Candidates should have experience in navigating complex regulatory environments, developing HR policies, and managing HR functions in a diverse and dynamic setting. Experience in humanitarian or development contexts, particularly in Haiti, is a strong advantage.
Languages: Fluency in English and French is mandatory, with proficiency in Haitian Creole considered a plus. Effective communication skills are essential for interacting with a diverse team and community stakeholders.
Additional Notes: This position is full-time and based in Port-au-Prince, Haiti. Housing is provided, and the role is eligible for hardship benefits and rest and relaxation (R&R) opportunities. The successful candidate will be expected to conduct themselves professionally and adhere to local laws and Mercy Corps policies.
