Job Overview:
The Program Development and Knowledge Manager is a pivotal role within Mercy Corps Haiti, responsible for leading and managing all proposal development efforts for the Haiti office. This includes modifying and expanding existing programs as well as launching new initiatives. The manager will oversee the development of narratives, budgets, and relevant attachments, coordinating inputs from various staff members at both the field and global office levels. The position requires maintaining relationships with donors, cluster leads, consortium members, and other institutions at the Port-au-Prince level. The manager will also identify partners for program implementation, ensuring the growth of the humanitarian and development portfolio. A key aspect of this role is to advise teams on donor rules and compliance while supporting external coordination mechanisms to foster innovation and adaptability in a changing context. The Program Development and Knowledge Manager must be an excellent communicator, solution-focused, and capable of working independently with limited daily support.

Duties and Responsibilities:
The essential job responsibilities include interfacing with Mercy Corps Global teams to stay updated on donor intelligence and strategic priorities, participating in the evaluation process for new funding opportunities, and supporting proposal development processes. The manager will draft high-quality concept notes and proposals, manage the proposal development calendar, and coordinate funding opportunities with relevant technical teams. Administrative elements of the proposal process, such as Issues Letters and PAL/PML processes, will also be facilitated by the manager. Additionally, the role involves establishing systems for grant opportunity facilitation, maintaining communication with country team members, and ensuring compliance with donor agreements. The manager will lead grant proposal kick-off and close-out meetings, facilitate training for team members, and liaise with various stakeholders to ensure program execution aligns with donor regulations. Knowledge management responsibilities include maintaining an overview of grants, contributing to donor reports, and ensuring compliance with internal and external regulations. The manager will also mobilize knowledge networks to drive innovation and learning, ensuring that the country program is evidence-based and strategically connected to advocacy and partnerships.

Required Qualifications:
Candidates must possess a Bachelor’s degree, with a Master’s degree or equivalent in a relevant field preferred. A minimum of 4 years of international experience in program implementation coordination or management is required, including experience in writing and analysis of programmatic activities, budget management, and proposal development. Familiarity with NGO coordination mechanisms and experience in evidence-based programming are advantageous. Proven ability to work collaboratively with stakeholders, strong relationship-building skills, and experience with USAID/BHA and other institutional donors are essential. Candidates should also demonstrate understanding of adaptive management and possess excellent writing and communication skills, along with high attention to detail and planning.

Educational Background:
A Bachelor’s degree is required for this position, while a Master’s degree or equivalent in fields related to Humanitarian or International Development is preferred. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively manage program development and knowledge management initiatives.

Experience:
The position requires at least 4 years of international experience in providing coordination or management support to program implementation. This experience should include preparing writing and analysis on programmatic activities, budget management, and managing work plans. Experience working in Haiti or the Latin America and Caribbean region is a plus, as is familiarity with NGO coordination mechanisms and evidence-based programming.

Languages:
Fluency in written and oral French and English is required for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the communities served by Mercy Corps in Haiti.

The position is based in Port-au-Prince, Haiti, where housing is provided, and the role is eligible for hardship and rest and recuperation (R&R) benefits. The living conditions in Haiti can be challenging due to the country's history of natural disasters and ongoing socio-economic issues. However, the capital city offers various amenities, including restaurants and supermarkets comparable to those in the US. The role may require frequent travel to project sites, including potentially insecure environments.
