Job Overview:
The Education Programme Development Manager (PDM) for Haiti will play a crucial role in leading the strategic development and technical quality of NRC’s Education Core Competency. This position involves overseeing design" style="border-bottom: 1px dotted #007bff !important;">program design, fundraising, and providing technical support for implementation. The PDM will be responsible for ensuring that the education programs are aligned with NRC’s global and regional strategies, and will lead the development of educational strategies, guidelines, and tools that are responsive to the needs of the communities served. The role requires a strong focus on capacity building for both staff and local partners, ensuring that education initiatives are effectively implemented and monitored. The PDM will also conduct education needs assessments and coordinate with other core competencies to ensure a comprehensive response to the educational needs in Haiti.

Duties and Responsibilities:
  • Develop and update the Education strategy, technical standard operating procedures (SoPs), and Macro Log-frames (MLF) that align with NRC’s regional and global strategies.
  • Ensure compliance with NRC policies and the Global Education Strategy, utilizing relevant education tools, handbooks, and guidelines.
  • Lead the program development process, including the creation and rollout of tools, SOPs, and guidelines, and contribute to funding proposals, budget development, and donor reporting.
  • Define and grow NRC Haiti’s Education portfolio, ensuring it is relevant, needs-based, conflict-sensitive, and data-driven.
  • Conduct education needs assessments and mapping to inform the Education strategy and identify synergies with other sectors.
  • Provide technical oversight for program implementation, including mentoring and training staff and local partners.
  • Collaborate with other Core Competency Specialists to ensure a cohesive approach to education programming.
  • Monitor and evaluate program effectiveness and make necessary adjustments to improve outcomes.

Required Qualifications:
  • A degree in International Relations, Education, or Social Sciences; a Master’s degree in related fields is advantageous.
  • A minimum of 4 years of experience in a senior project implementation role within a humanitarian or recovery context.
  • Proven experience working in complex and high-risk environments.
  • Managerial experience with a focus on strategy and program development is desirable.
  • Technical expertise in education, particularly in emergencies, non-formal education, and psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">psychosocial support.
  • Strong ability to work effectively within a matrix structure and communicate with various stakeholders.
  • Documented results related to the responsibilities of the position.
  • Knowledge of leadership skills and self-awareness regarding personal leadership style.

Educational Background:
Candidates should possess a degree in International Relations, Education, or Social Sciences. A Master’s degree in social sciences, Humanitarian Affairs, Project Management, or related fields is considered advantageous and may enhance the candidate's profile for this role.

Experience:
The position requires a minimum of 4 years of experience in a senior-level project implementation role, specifically within a humanitarian or recovery context. Experience in complex, high-risk environments is essential, and managerial experience focusing on strategy and program development is highly desirable. Candidates should also have experience with the startup of new operations or similar initiatives.

Languages:
Fluency in both French and English, both written and verbal, is mandatory. Proficiency in Haitian Creole is considered an asset and may enhance communication with local stakeholders and communities.

Additional Notes:
The duty station for this position is Port-au-Prince, Haiti. The contract is a fixed national contract signed with ECSI or an international contract for 12 months, renewable based on funding and performance. The role may require travel up to 30% to areas of intervention. The salary and benefits are based on grade 9 of NRC’s salary scale, along with accompanying terms and conditions.
