Job Overview:
The logistics-manager" style="border-bottom: 1px dotted #007bff !important;">Logistics Manager position at NRC is a critical role responsible for ensuring that the logistics setup adheres to NRC standards and effectively supports program and project implementation in Haiti. The successful candidate will oversee the logistics structure, ensuring compliance with NRC logistical guidelines, policies, and donor requirements. This role involves line management responsibilities for directly reporting staff, including performance management, workforce planning, recruitment, and staff development. The Logistics Manager will also facilitate timely logistics support services for all NRC country office program activities, ensuring effective communication and coordination with logistics and program managers across all NRC Area Offices. Additionally, the position will contribute to the implementation of cash-based interventions and market-based programs through collaboration with program and support teams, as well as participation in assessments and response analysis discussions.

Duties and Responsibilities:
  • Manage and supervise logistics staff, ensuring clear goals are set and aligned with the country strategy.
  • Oversee workforce planning, recruitment, staff induction, and development, ensuring Duty of Care for all staff.
  • Ensure compliance of the country logistics structure with NRC Logistical Guidelines, policies, and donor requirements.
  • Implement NRC’s logistics systems and procedures, developing in-country logistics policy documentation in line with NRC Global procedures.
  • Provide timely logistics support services to all NRC country office program activities.
  • Maintain close communication and coordination with logistics and program managers in all NRC Area Offices.
  • Create an enabling environment for cash-based interventions through collaboration between program and support teams.
  • Identify opportunities for cash-based interventions and market-based programs by participating in assessments and response analysis discussions.
  • Ensure adherence to safety and well-being standards within the logistics team and across operations.

Required Qualifications:
  • Master’s degree in a relevant field.
  • A minimum of 3-5 years of experience as a senior Logistics Manager in a humanitarian or recovery context.
  • Proven track record of documented results related to the responsibilities of the position.
  • Experience in data collection, analysis, and report writing.
  • Knowledge of market analysis tools and approaches.
  • Strong leadership skills and self-awareness regarding personal leadership profile.
  • Proficiency in computer software and modern accounting systems.
  • Familiarity with the context in Haiti is considered an asset.
  • Experience with start-up, exit, or similar processes, including establishing new systems and procedures in start-ups. 1
  • Valid driving license.

Educational Background:
Candidates must possess a Master’s degree in a relevant field, which is essential for understanding the complexities of logistics management in humanitarian contexts. This educational background equips candidates with the necessary theoretical knowledge and practical skills to navigate the challenges faced in logistics operations, particularly in volatile environments such as Haiti.

Experience:
The position requires a minimum of 3-5 years of relevant experience working as a senior Logistics Manager in humanitarian or recovery contexts. Candidates should have a proven ability to manage logistics operations effectively in complex and volatile environments, demonstrating adaptability and resilience in the face of challenges. Experience in data collection, analysis, and report writing is also essential, as is familiarity with market analysis tools and approaches.

Languages:
Fluency in both French and English, both written and verbal, is mandatory for this position. Additionally, knowledge of Haitian Créole is considered an advantage, as it facilitates communication with local stakeholders and enhances the effectiveness of logistics operations in Haiti.

Additional Notes:
The duty station for this position is Port-au-Prince, Haiti. The contract offered is a fixed national contract signed with ECSI or an international contract for 12 months, which is renewable subject to funding and performance. The role involves approximately 30% travel to areas of intervention. The salary and benefits are based on grade 9 of NRC’s salary scale, which includes accompanying terms and conditions.
