Job Overview:
The Head of Programme for NRC in Haiti is a pivotal role aimed at developing and implementing high-quality, holistic programs that address the needs of displaced populations. This position requires a dynamic and resilient professional who can lead a team, manage resources effectively, and ensure that programs align with NRC's strategic goals. The Head of Programme will be responsible for overseeing the performance management of staff, contributing to the country strategy, and developing core competency strategies in areas such as education and protection. The role also involves identifying funding opportunities and leading the development of NRC's fundraising strategy, ensuring that programs are responsive to the needs of the community and aligned with donor priorities.

Duties and Responsibilities:
The duties and responsibilities of the Head of Programme include:
  • Line management of directly reporting staff, including performance management, goal setting, and staff development.
  • Overseeing workforce planning, recruitment, and staff induction processes.
  • Contributing to the Country Management Group (CMG) and providing programmatic input to the Country Strategy and Plan of Action.
  • Developing core competency strategies, including Education, Protection from Violence, and Information, Counselling, and Legal Assistance (ICLA).
  • Designing and implementing holistic, needs-based programs, including cash-based and market-based interventions.
  • Identifying funding opportunities and developing funding strategies and forecasts.
  • Leading the development of NRC’s fundraising strategy in collaboration with the Programme Unit.
  • Ensuring programmatic coherence across core competencies and modalities, linking needs analysis, prioritization, design, implementation, and reporting.
  • Establishing and embedding Monitoring, Evaluation, Accountability, and Learning (MEAL) systems and accountability frameworks to support quality delivery and adaptive management. 1
  • Traveling to areas of intervention as required (approximately 30% of the time).

Required Qualifications:
Candidates must possess a minimum of 4 years of experience in a senior management position within a humanitarian or recovery context. They should have a proven track record of working in complex and volatile environments, with expertise in resource allocation and cost management. Candidates should demonstrate documented results related to the responsibilities of the position, possess core competency expertise, and have strong leadership skills. Additionally, candidates should be active listeners, open-minded, and excel in analyzing information and providing constructive feedback. A positive attitude towards people is essential.

Educational Background:
A relevant educational background is required for this position, typically including a degree in humanitarian studies, international development, social sciences, or a related field. Advanced degrees or specialized training in program management or leadership within humanitarian contexts may be advantageous.

Experience:
The ideal candidate will have substantial experience in senior management roles, particularly in humanitarian settings. Experience in establishing and leading program departments in start-up or scale-up contexts is crucial, with a strong focus on grants management, partnerships, and portfolio oversight. Candidates should also have experience in implementing MEAL systems and accountability frameworks to ensure quality program delivery.

Languages:
Fluency in both French and English, both written and verbal, is mandatory for this position. Proficiency in Haitian Creole is considered an asset, enhancing communication with local communities and stakeholders.

Additional Notes:
This position is based in Port-au-Prince, Haiti, and offers a fixed national contract signed with ECSI or an international contract for 12 months, renewable based on funding and performance. The role requires travel to areas of intervention approximately 30% of the time.
