Job Overview:
The Program Development and Knowledge Manager is responsible for leading and managing all proposal development efforts for the Haiti office. This includes modifying and expanding existing programs, launching new initiatives, and overseeing knowledge management for the Haiti program. The role requires developing narratives, budgets, and coordinating inputs from relevant staff at both field and global office levels. The manager will maintain relationships with donors and partners, identify new opportunities for program expansion, and ensure compliance with donor regulations. The position demands excellent communication skills, a solution-focused mindset, and the ability to work independently or collaboratively in various settings.

Duties and Responsibilities:
  • Proposal Development: Interface with Mercy Corps Global teams to stay updated on donor intelligence and strategic priorities. Participate in evaluating new funding opportunities and maintain a tracking system for proposal submissions. Support the proposal development process by drafting high-quality concept notes and proposals, managing the proposal calendar, and coordinating with technical teams. Facilitate administrative elements of the proposal process, including compliance with internal and donor requests.
  • Program Quality: Establish systems for grant opportunity facilitation through regular discussions with the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and other teams. Maintain communication with country team members to troubleshoot concerns and provide guidance. Manage an online grant filing system and compliance tracker, and lead grant proposal meetings to ensure all information is communicated effectively.
  • Knowledge Management: Develop an overview of all grants and donor requirements, ensuring compliance with regulations. Contribute to donor reports and ensure quality control. Mobilize internal and external networks to drive innovation and learning, ensuring the program is evidence-based and responsive to global shifts. Collaborate with the Country Director to enhance Mercy Corps' positioning and advocacy efforts.

Required Qualifications:
- Bachelor’s degree required; Master’s degree in a relevant field preferred.
- 4+ years of international experience in program implementation, including writing and analysis on programmatic activities, budget management, and proposal development.
- Experience in Haiti or Latin America and the Caribbean is a plus.
- Familiarity with NGO coordination mechanisms and evidence-based programming.
- Proven ability to work cooperatively with stakeholders and lead group convenings.
- Experience with USAID/BHA and other institutional donors is required.
- Strong writing and communication skills, attention to detail, and ability to manage deadlines are essential.

Educational Background:
A Bachelor’s degree is required for this position, with a preference for candidates holding a Master’s degree or equivalent in fields related to Humanitarian or International Development. This educational background is crucial for understanding the complexities of program development and management in a humanitarian context.

Experience:
Candidates should have at least 4 years of international experience providing coordination or management support to program implementation. This experience should include preparing written materials and analyses related to program activities, managing budgets, and developing proposals for new business opportunities. Familiarity with the specific challenges and dynamics of working in Haiti or similar contexts is highly desirable.

Languages:
Fluency in written and oral French and English is required for this position. Proficiency in additional languages relevant to the region may be considered an asset, enhancing communication with diverse stakeholders and partners.

The position is based in Port-au-Prince, Haiti, where housing is provided, and the role is eligible for hardship and rest & relaxation (R&R) benefits. The living conditions in Haiti can be challenging due to high unemployment, food insecurity, and health issues, but the country also offers beautiful landscapes and cultural experiences. Team members are expected to conduct themselves professionally and adhere to local laws and Mercy Corps' policies.
