Job Overview:
The National Consultant position is focused on conducting a Stakeholder Mapping and Gender Analysis to strengthen women's leadership in peace and resilience in Cabo Delgado and Niassa provinces of Mozambique. This role is crucial for generating evidence that informs programming and decision-making processes related to women's participation in peacebuilding and resilience efforts. The consultant will be responsible for analyzing the socio-economic dynamics, community structures, and gender norms that influence women's leadership and participation in these regions. The consultancy aims to identify actionable pathways to enhance women's economic empowerment and resilience, thereby contributing to the broader Women, Peace, and security" style="border-bottom: 1px dotted #007bff !important;">Security agenda. The consultant will work under the supervision of the Women, Peace and Security Programme Officer and will engage with various stakeholders, including government bodies, NGOs, and community organizations, to gather insights and data necessary for the analysis.

Duties and Responsibilities:
The consultant will undertake several key tasks, including:
  • Mapping key stakeholders and actors involved in gender issues in Chiure and Marrupa districts, analyzing their roles and influence in promoting peacebuilding and women's leadership.
  • Assessing existing community-level structures for their functionality and inclusivity regarding women's participation.
  • Conducting socio-economic analyses to identify barriers and opportunities for women's economic empowerment.
  • Developing evidence-based recommendations and strategies to enhance women's leadership and resilience.
  • Conducting qualitative research on gender norms affecting women and girls in Cabo Delgado, Nampula, and Niassa.
  • Producing a comprehensive analytical report that consolidates findings and provides actionable recommendations tailored to local realities. The consultant will also ensure that all research activities adhere to ethical standards and maintain regular communication with UN Women throughout the assignment.

Required Qualifications:
Candidates must possess a Post-Graduate degree (Master's) in relevant fields such as development studies, gender studies, or social sciences. They should have a minimum of 7 years of relevant professional experience in gender analysis, socio-economic research, or peacebuilding in humanitarian contexts. Demonstrated experience in conducting qualitative and mixed-methods research, particularly in conflict-affected settings, is essential. A strong understanding of the Women, Peace, and Security agenda and prior experience working in northern Mozambique are significant assets. Familiarity with UN systems and civil society ecosystems in Mozambique is also required.

Educational Background:
The position requires a Post-Graduate degree (Master's) in development studies, statistics, gender studies, economics, social science, peace and security studies, rural development, or other related fields. This educational background is crucial for understanding the complexities of gender dynamics and socio-economic factors in the context of peace and resilience.

Experience:
The consultant should have at least 7 years of relevant professional experience, particularly in gender analysis, socio-economic research, stakeholder mapping, or peacebuilding. Experience in conducting qualitative and mixed-methods research in complex and conflict-affected settings is essential. Familiarity with the Women, Peace, and Security agenda and prior work in northern Mozambique will be advantageous.

Languages:
Fluency in Portuguese and English is mandatory for this position. Knowledge of local languages is considered an asset, as it may facilitate better communication and understanding within the communities being studied.

Additional Notes:
This consultancy is home-based, with a maximum of 2 trips to Pemba, Cabo Delgado, and Niassa Provinces required. The findings and recommendations produced will be intended for various stakeholders, including UN Women project management teams, government partners, and civil society organizations engaged in Women, Peace, and Security programming in Mozambique. The consultant is expected to adhere to UN Women’s policies and procedures, including a zero-tolerance policy on conduct incompatible with the aims of the United Nations.
