Job Overview:
The Humanitarian Access and security" style="border-bottom: 1px dotted #007bff !important;">security-manager" style="border-bottom: 1px dotted #007bff !important;">Security Manager (HASM) is tasked with implementing humanitarian access and security management plans specifically in central and southern Syria. This role involves collaborating with various program and operations colleagues to ensure the safe delivery of essential services to vulnerable populations, including women, men, and children. The HASM will be responsible for developing and overseeing the implementation of security management systems and protocols that align with humanitarian principles and IRC's strategic objectives. Reporting to the Senior Humanitarian Access & Security Coordinator (Snr. HASC), the HASM will also support the broader HAS team in achieving strategic deliverables. The position requires a proactive approach to identifying changes in the security environment and ensuring that all staff are informed and prepared to respond effectively to these changes. The HASM will also play a crucial role in capacity-building initiatives, providing training and support to staff to enhance their understanding of security protocols and procedures.

Duties and Responsibilities:
The duties and responsibilities of the Humanitarian Access and Security Manager include:
  • Safety and Security Management Planning: Provide technical support to the SHASC on policies and procedures for staff safety and operational security. Develop and update Security Management Plans, ensuring preparedness for contextual changes. Conduct security briefings for new staff and visitors, and maintain updated security materials. Monitor security trends and compile regular reports. Ensure offices are equipped with necessary safety equipment and conduct risk assessments for new locations.
  • Humanitarian Access Management: Identify barriers to access and develop strategies to mitigate them. Build relationships with local authorities and community leaders to facilitate access. Monitor incidents and trends to inform access strategies.
  • Capacity Building and Training: Identify training needs and deliver safety and security training for staff and partners. Collaborate with HR to ensure new hires receive comprehensive security information.
  • Staff Performance Management: Supervise and mentor team members, set performance objectives, and conduct regular performance reviews. Promote staff well-being and career growth.
  • Emergency Response: Support the SHASC in responding to major security incidents and ensure timely reporting of all incidents. Conduct regular field visits to assess security needs and implement security plans.
  • Collaboration: Work closely with various stakeholders, including NGOs and UN agencies, to enhance security and access strategies.

Required Qualifications:
Candidates must possess 4-6 years of progressively responsible experience in non-profit or NGO work, particularly in international humanitarian assistance programs. A minimum of 2 years of experience in a managerial role is required. Candidates should demonstrate a strong understanding of humanitarian principles and the ability to navigate complex security environments. Experience in emergency or conflict-affected settings is essential, along with the ability to provide clear briefings and analyses of security situations. Training experience is also necessary, with the ability to develop and deliver training to diverse audiences.

Educational Background:
A relevant educational background is required, typically including a degree in international relations, humanitarian studies, security management, or a related field. Advanced degrees may be preferred, depending on the specific requirements of the role.

Experience:
The position requires a minimum of 4-6 years of relevant professional experience, with at least 2 years in a managerial capacity. Candidates should have a proven track record in planning and executing humanitarian security operations in the field, particularly in challenging environments. Experience in training and capacity building is also essential.

Languages:
Fluency in Arabic and English is mandatory for this position, while proficiency in Kurdish is considered an asset. Strong communication skills in both languages are necessary to effectively engage with diverse stakeholders and facilitate training sessions.

This position is based in Syria and may involve travel to field sites, with an expected travel rate of approximately 50%.
