The UN-Habitat office in the Democratic Republic of Congo is actively involved in implementing a Country Programme Document (CPD) that has been developed in partnership with local stakeholders. This CPD encompasses several key programs and projects, including the Land Reform Support Programme funded by the Central African Forest Initiative, initiatives aimed at strengthening land conflict prevention and management, and projects focused on enhancing the resilience of populations affected by crises in the region. UN-Habitat is committed to ensuring the successful implementation of these activities and meeting project deadlines, which is why they are seeking to recruit a Social Engineering and Reporting Contractor.

Job Overview:
The Social Engineering and Reporting Contractor will play a crucial role in enhancing community participation and social governance mechanisms within the framework of UN-Habitat's interventions in the Democratic Republic of Congo. This position is designed to ensure effective risk management and the establishment of a fully operational monitoring, evaluation, and reporting system that generates reliable data and high-quality reports. The contributions made by the contractor will facilitate informed decision-making, improve land governance, enhance social cohesion, and ultimately lead to the successful delivery of project results. The contractor will work under the general supervision of the Central Africa Sub Regional Head of Office and will closely collaborate with the Programme Coordinator to provide technical and operational support aimed at strengthening community engagement in land tenure security" style="border-bottom: 1px dotted #007bff !important;">security, promoting social cohesion between host communities and displaced persons, and integrating gender considerations, youth involvement, and indigenous peoples' rights into local land governance.

Duties and Responsibilities:
The Social Engineering and Reporting Contractor will be responsible for a variety of tasks aimed at ensuring the successful implementation of UN-Habitat's projects in the Democratic Republic of Congo. Key responsibilities include:
  • Developing and deploying mobilization strategies in intervention areas based on comprehensive social and institutional analyses to guide project implementation effectively.
  • Strengthening local land management bodies and community policing committees, with a focus on the inclusion of women and youth in these processes.
  • Facilitating consultations related to Free, Informed and Prior Consent (FIP) to ensure community engagement and transparency.
  • Identifying, assessing, and updating risks, including operational, social, security, and fiduciary risks, while proposing appropriate mitigation measures.
  • Establishing and managing a robust monitoring and evaluation system, including the development of indicators, tools, and data collection methods.
  • Ensuring the quality, reliability, and traceability of project data to support effective reporting and decision-making.
  • Collaborating with media experts to develop and implement UN-Habitat's communication plan, ensuring visibility requirements are met for technical and financial partners.
  • Producing periodic reports for internal and donor audiences in accordance with established requirements.
  • Facilitating activities related to gender inclusion, prevention of sexual exploitation and abuse (PSEA), gender-based violence (GBV), complaints management, and implementing community safety mechanisms. 1
  • Contributing to the project's learning process by documenting lessons learned and providing strategic recommendations. 1
  • Actively participating in all operational or training activities proposed by management to enhance skills and knowledge.

Required Qualifications:
Candidates must possess a high school diploma as a minimum requirement. However, supplemental training in Social Sciences, Political Science, Law, or a related field is highly desirable. A minimum of seven (7) years of progressively responsible working experience in local governance, community mobilization, and leadership is required. For candidates who hold a first-level university degree, the minimum years of relevant experience may be reduced by two years. Additionally, candidates should have a solid understanding of project management principles, reporting, and monitoring and evaluation processes. Advanced knowledge in empowering community actors, particularly in areas such as environmental management, humanitarian aid, and local security, is essential. Familiarity with land and urban management practices is also desirable, along with experience working within the United Nations system and with government structures.

Educational Background:
The educational background required for this position includes a high school diploma as a baseline. Candidates with additional training in relevant fields such as Social Sciences, Political Science, or Law will be viewed favorably. A first-level university degree can substitute for some of the required experience, thereby enhancing the candidate's eligibility for the role.

Experience:
The position requires a minimum of seven (7) years of relevant and progressively responsible working experience in local governance, community mobilization, and leadership. This experience is crucial for understanding the complexities of community dynamics and governance structures. Candidates with a first-level university degree may have the minimum experience requirement reduced by two years, allowing for a broader pool of applicants with varying levels of experience.

Languages:
Fluency in French is mandatory for this position, as it is one of the working languages of the United Nations Secretariat.
