Job Overview: The Consultant will play a pivotal role in the development, implementation, and evaluation of major projects and teams within UNEP, specifically focusing on the World Environment Situation Room (WESR). This position requires effective leadership and management skills to ensure timely delivery of outputs that align with UNEP's overall objectives and policies. The Consultant will be responsible for identifying significant issues and developing innovative approaches to address them, serving as a spokesperson for UNEP both internally and externally. The role involves close collaboration with various stakeholders, including government entities, businesses, and civil society, to leverage digital technologies in tackling the triple planetary crises of climate change, nature loss, and pollution. The Consultant will report to the Chief Digital Officer and will be integral in driving UNEP's digital transformation agenda, which aims to enhance data-driven decision-making and improve environmental governance.
Duties and Responsibilities: The Consultant's responsibilities include leading the overall development and delivery of the WESR platform, coordinating vendor management, and specifying requirements for implementation in collaboration with product management and DevOps teams. The Consultant will monitor and analyze project development, review relevant documents, identify problems, and initiate corrective actions as necessary. They will support the implementation of the WESR road-map and scope new use-cases, manage day-to-day team tasks, and promote collaboration across different units within the Chief Digital Officer's office. Additionally, the Consultant will assist in resource mobilization efforts, prepare background materials, and deliver presentations on the platform's value proposition. They will propose improvements and new features for the platform, conduct technical and financial analyses, and prepare implementation plans. The Consultant will also organize written outputs, coordinate physical and ICT products related to WESR, provide budget inputs, and analyze data to identify trends, enabling data-driven planning and decision-making.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in IT, data science, information management, Geographic Information Systems, or a related field. A first-level university degree combined with qualifying experience may be accepted in lieu of an advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable. Candidates should have a minimum of seven years of progressively responsible experience in data-related project or programme management, IT, digital transformation, or a related area. Experience leading similar data-intensive platforms and digital product development teams is required, along with experience working on international multi-agency projects, ideally in an environmental context. Two or more years of experience in data science or analytics is also desirable.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in relevant fields such as IT, data science, information management, or Geographic Information Systems. A first-level university degree may be accepted if combined with qualifying experience. Additionally, completion of programs in data analytics or business analytics is considered advantageous.
Experience: The position requires a minimum of seven years of progressively responsible experience in areas such as data-related project management, IT, and digital transformation. Candidates should have experience leading data-intensive platforms and digital product development teams. Experience working on international multi-agency projects, particularly in an environmental context, is desirable. Furthermore, candidates should have at least two years of experience in data science or analytics.
Languages: Fluency in English is mandatory, as it is one of the working languages of the United Nations Secretariat. Candidates must be able to draft and edit a wide range of written reports, presentations, and communications materials, as well as communicate complex ideas clearly and concisely. Proficiency in French is also beneficial, as it is the other working language of the UN.
