Job Overview:
The Senior Programme Management Officer position at UNEP involves significant responsibilities in managing the Intergovernmental Negotiating Committee (INC) focused on developing an international legally binding instrument on plastic pollution. The incumbent will work under the direct supervision of the Executive Secretary and will be tasked with framing strategic priorities and the program of work for the INC Secretariat. This role requires a strong emphasis on results-oriented management, coordination of activities, and effective communication with various stakeholders. The officer will also oversee the day-to-day operations of the Secretariat, ensuring timely delivery of outputs and managing resources efficiently. The position demands a proactive approach to problem-solving and the ability to lead teams in a complex international environment, particularly in the context of environmental negotiations and policy development.

Duties and Responsibilities:
The duties and responsibilities of the Senior Programme Management Officer include assisting in framing the strategic priorities and program of work of the INC Secretariat, supporting the Executive Secretary in promoting a culture of results, representing the Executive Secretary at various meetings, and overseeing the management of activities undertaken by the Secretariat. The officer will also be responsible for preparing budgets, evaluating staff performance, and managing recruitment processes while ensuring gender and geographical balance. Additionally, the officer will coordinate technical and substantive inputs for the INC process, manage documentation for meetings, and ensure effective communication and outreach activities. The role involves monitoring the implementation of gender mainstreaming guidelines, conducting research and evaluations, and leading field missions. The officer will also be expected to analyze data to identify trends and provide insights for decision-making.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or Doctorate) in business administration, management, law, economics, or a related field. A first-level degree (Bachelor’s) with two additional years of relevant work experience may be accepted in lieu of the advanced degree. Successful completion of programs in data analytics, business analytics, or data science is desirable. The position requires a strong understanding of project management and environmental policies, as well as the ability to work collaboratively in a multicultural environment.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as business administration, management, law, or economics. Candidates with a Bachelor’s degree may be considered if they have additional relevant work experience. Specialized training in data analytics or related fields is also advantageous, reflecting the increasing importance of data-driven decision-making in environmental management.

Experience:
A minimum of ten years of progressively responsible experience in project or programme management, administration, or a related area is required. Candidates should have demonstrated managerial experience in international, regional, or governmental organizations, particularly in developing and implementing environmental programs. Experience in leading teams, supporting multilateral environmental negotiations, and providing policy advice at regional or international levels is essential. Familiarity with the UN system and experience in addressing plastic pollution through various projects is desirable.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations, and proficiency in French is considered an asset. Candidates should demonstrate effective communication skills in both languages, as they will be required to engage with diverse stakeholders and produce written reports and documentation.

The appointment for this position is for an initial period of one year, with the possibility of extension based on the continued existence of the mandate and availability of funding.
