Job Overview:
The Terminal Review Consultant will play a crucial role in evaluating two specific GEF projects: 'Integrated, Sustainable and Low Emissions Transport in Côte d’Ivoire' and 'Support the Shift to Electric Mobility in Togo'. This consultancy is situated within UNEP’s Climate Change Division, specifically in the Mitigation Branch, Global Funds Mitigation and Transparency Section, Africa team. The consultant will be responsible for conducting terminal reviews of these projects, which involves assessing their effectiveness, efficiency, and overall impact. The consultant will work from home and is expected to deliver high-quality reports that adhere to UNEP and GEF guidelines. The role requires a comprehensive understanding of project evaluation methodologies and the ability to engage with various stakeholders to gather necessary data and insights.

Duties and Responsibilities:
The consultant will undertake several key responsibilities throughout the terminal review process. Initially, they will conduct a thorough desk review of the projects, collate information from project teams, and draft a reconstructed Theory of Change for each project. They will prepare the Terminal Review framework, develop protocols for data collection, and draft survey protocols. The consultant will also plan the Terminal Review schedule and prepare inception reports for approval. During the data collection and analysis phase, the consultant will conduct in-depth interviews with implementing and executing agencies, project partners, and stakeholders, ensuring a comprehensive understanding of the projects' impacts. Regular reporting to the Global Funds Mitigation and Transparency Section on progress is essential. In the reporting phase, the consultant will prepare presentations on preliminary findings, draft the main Terminal Review reports, and ensure that all feedback from the Global Funds Mitigation and Transparency Section is incorporated into the final reports. Maintaining positive relationships with stakeholders and communicating effectively with the Global Funds Mitigation and Transparency Section is crucial throughout the review process.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or higher) in management, business administration, economics, environment, engineering, energy, or a related field. Alternatively, a first-level degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A minimum of two years of experience in the evaluation and monitoring of development projects in developing countries is required, along with experience working with national governments in Africa or other developing regions. Experience in the technical aspects of development projects within the environmental or climate change sector in Africa is highly desirable.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as management, business administration, economics, environment, engineering, or energy. Candidates with a first-level degree and additional qualifying experience may also be considered. This educational foundation is essential for understanding the complexities of project evaluation and the environmental issues at hand.

Experience:
The position requires a minimum of two years of relevant experience in the evaluation and monitoring of development projects, particularly in developing countries. Candidates should have a proven track record of working with national governments and stakeholders in Africa, demonstrating their ability to navigate the complexities of project implementation and evaluation in diverse contexts. Experience in the environmental or climate change sector is particularly valuable, as it aligns with the focus of the projects being reviewed.

Languages:
Fluency in both English and French is mandatory for this consultancy, as these are the working languages of the United Nations Secretariat. Candidates must demonstrate proficiency in both oral and written communication in these languages to effectively engage with stakeholders and produce high-quality reports.

Additional Notes:
The consultancy is expected to last for a duration of nine months on a part-time basis. The consultant will be engaged through an individual Special Service Agreement (SSA) consultancy contract. It is important to note that the United Nations does not charge any fees at any stage of the recruitment process, including application, interview, or training.
