Job Overview:
The Web Platforms Manager position within UNEP's Communication Division is a critical role that focuses on the development, management, and enhancement of the organization's web platforms. The incumbent will be responsible for creating a cutting-edge web communication strategy that aligns with UNEP's objectives and brand identity. This role requires a blend of technical expertise in web development, content management, and digital strategy, as well as strong analytical skills to assess and improve web performance. The manager will oversee the functionality and user experience of UNEP's websites and Knowledge Repository, ensuring they are accessible, user-friendly, and technically efficient. The position also involves collaborating with various stakeholders to ensure that web content meets organizational goals and engages target audiences effectively. The incumbent will be expected to stay abreast of emerging digital trends and technologies to continuously enhance UNEP's online presence and impact.

Duties and Responsibilities:
The Web Platforms Manager will undertake a variety of responsibilities, including:
  • Developing and maintaining a comprehensive web communication strategy for UNEP's corporate website and affiliated sites.
  • Managing the technical aspects of web platforms, ensuring they are functional, intuitive, and user-friendly.
  • Setting technical standards for web accessibility and guiding developers in implementing improvements.
  • Providing technical support to internal stakeholders and troubleshooting issues related to web functionality.
  • Conducting business analysis to identify stakeholder needs and translating them into web application requirements.
  • Collaborating with graphic designers and content creators to maintain visual consistency and usability across web platforms.
  • Developing a web content strategy that aligns with UNEP's objectives and sourcing high-quality content.
  • Monitoring web performance metrics and implementing optimization strategies based on data analysis.
  • Conducting regular quality control checks to ensure content adheres to branding guidelines. 1

Required Qualifications:
Candidates must possess a strong background in web development and management, with a minimum of five years of progressively responsible experience in this field. They should have experience in managing content management systems, particularly Drupal, and knowledge of repository software such as DSpace. Additionally, candidates should demonstrate expertise in digital media strategy and public information campaigns. Strong analytical skills and the ability to manage technical projects in a multistakeholder environment are essential. Experience in managing diverse teams and coordinating change management initiatives is also required. Familiarity with project management tools and data analytics is desirable.

Educational Background:
An advanced university degree (master's degree or equivalent) in Software Engineering, Computer Science, Information Systems, Communication, Public Information, or related fields is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics or business analytics is also desirable.

Experience:
The position requires a minimum of five years of relevant experience in web and knowledge platform management, particularly within large science-based organizations. Candidates should have experience managing medium to large-scale technical projects and coordinating web content management systems. A minimum of two years of demonstrated experience in team management, including planning and performance management, is also required. Experience in digital media strategy and public information is essential, with additional experience in data analytics being a plus.

Languages:
English is the mandatory working language for this position, with a required proficiency level of UN Level II in reading, writing, listening, and speaking. French is considered a good to have language, but proficiency in English is essential for effective communication within the United Nations Secretariat.

Additional Notes:
This position is for an initial period of one year, with the possibility of extension based on the continued existence of the mandate and availability of funding. The appointment will be a fixed-term appointment limited in accordance with UN administrative instructions.
