Job Overview:
The Operations Associate position is part of the Programme Risk Management (PMR) team within the Regional Operations section in ESARO. This role involves providing administrative support to the PMR team and the office, conducting data collection and analysis to enhance the quality and efficiency of government and civil society partnerships at the country office level, and managing risk associated with these partnerships. The position requires proficiency in using various e-Platforms and analytics tools to support program implementation and risk management. The Operations Associate will play a crucial role in ensuring that UNICEF's programs are effectively managed and that risks are identified and mitigated in a timely manner.

Duties and Responsibilities:
The Operations Associate will be responsible for supporting HACT assurance planning and execution relevant to ESAR Country Offices by extracting, analyzing, and reporting data to facilitate planning and priority setting. The role includes compiling and analyzing qualitative and quantitative data from UNICEF’s systems to support effective program and risk management, preparing reports and presentations, and contributing to Peer Review exercises. The associate will review assessments and program assurance reports to identify weaknesses in HACT implementation, assist in planning meetings and webinars, and prepare training materials for capacity development activities. Additional responsibilities include managing the PMR ECM site, team calendar, and events calendar, as well as serving as the supply focal point for the Operations Section.

Required Qualifications:
Candidates must have a minimum of secondary education, preferably supplemented by technical or university courses related to the organization's work. A bachelor’s degree in a relevant field may substitute for three years of related work experience, while a master’s degree may substitute for an additional two years of experience. At least six years of administrative or clerical work experience is required. Skills in project management, collaboration, problem-solving, and digital dexterity are essential, along with fluency in English. Knowledge of another official UN language or a local language is considered an asset, as is prior experience in program support functions or relevant experience in a UN system agency.

Educational Background:
Completion of secondary education is required, with a preference for candidates who have pursued technical or university courses related to UNICEF's work. A bachelor’s degree from a recognized institution in a relevant field may replace three years of related work experience, while a master’s degree may replace an additional two years of experience.

Experience:
Candidates should have at least six years of administrative or clerical work experience. Relevant experience in program support functions, particularly within a UN system agency or in development, fragile settings, and humanitarian contexts, is considered an asset. Experience at the country level is particularly valuable.

Languages:
Fluency in English is mandatory for this position. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is considered an asset and may enhance a candidate's profile.
