Job Overview:
The National Consultant will be responsible for conducting a comprehensive evaluation of the project titled 'Let It Not Happen Again: Safeguarding the Rights of GBV Survivors Through Access to Justice,' which is a three-year initiative supported by the Government of Italy. The evaluation will assess the project's performance from May 2023 to July 2026, focusing on its results framework and theory of change. The consultant will engage with stakeholders and beneficiaries across six counties in Kenya, including Nairobi, to evaluate the project's effectiveness, relevance, efficiency, coherence, impact, sustainability, and adherence to gender equality and human rights standards. This role requires a deep understanding of gender-based violence (GBV) issues and the ability to provide actionable recommendations for future programming.

Duties and Responsibilities:
The consultant will undertake a series of responsibilities throughout the evaluation process, which includes:
  • Inception Phase: Conducting a desk review of project documents, designing the evaluation approach, developing data collection tools, and preparing a sampling strategy.
  • Data Collection Phase: Collecting qualitative and quantitative data from various stakeholders, conducting interviews and focus groups, and ensuring ethical engagement with survivors.
  • Analysis and Report Writing Phase: Analyzing collected data against evaluation criteria, preparing draft reports, and revising based on feedback.
  • Finalization Phase: Submitting the final evaluation report, including key findings and recommendations, and presenting these to UN Women and stakeholders. The consultant will also be responsible for ensuring that all raw data is shared in the required formats and maintaining confidentiality throughout the process.

Required Qualifications:
Candidates must possess a Master’s degree (or equivalent) in evaluation, social sciences, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification such as PMP®, PRINCE2®, or MSP® is considered an advantage. Additionally, candidates should have a strong understanding of gender equality issues and evaluation methodologies.

Educational Background:
A Master’s degree in evaluation or a relevant social science field is required. Alternatively, a first-level university degree with additional qualifying experience may be accepted. Relevant certifications in project management are advantageous.

Experience:
Candidates should have at least 7 years of progressively responsible professional experience in conducting evaluations, particularly in the context of gender equality and human rights. Experience in international relations and fieldwork is essential, along with proficiency in using office software and web-based management systems.

Languages:
Fluency in English and Kiswahili is required for this position. Proficiency in additional languages may be beneficial but is not mandatory.

Additional Notes:
This consultancy is home-based with required field travel to project implementation locations. The evaluation will be conducted over a specified timeline, with deliverables including inception reports, data collection and analysis, draft and final evaluation reports, and presentations of findings.
