Job Overview:
The Regional Operations Specialist plays a crucial role in supporting the operational functions of the Animal Health and Production programme within FAO. This position is integral to enhancing national and regional capacities for the prevention, detection, and control of animal diseases, as well as improving animal production systems. The specialist will be responsible for coordinating budgetary management, monitoring expenditures, and ensuring that adequate operational support is provided for the implementation of various Animal Health and One Health programmes and projects. The role requires close collaboration with multiple teams, including Programme, Administration, Procurement, Monitoring and Evaluation, and Communication, to ensure the smooth execution of projects from initiation to closure. The specialist will also contribute to the formulation of project proposals and maintain information systems relevant to the programmes.

Duties and Responsibilities:
The duties and responsibilities of the Regional Operations Specialist include coordinating budgetary management and monitoring expenditures for programmes and projects, ensuring adequate programme and operational support for the implementation of Animal Health and One Health programmes, participating in the preparation of project work plans, and monitoring progress while identifying corrective measures as needed. The specialist will handle day-to-day operational aspects of projects, contribute to the formulation of project proposals, maintain and update information systems, assist in thematic activities planning, ensure timely procurement of services and materials, monitor financial flow mechanisms, oversee work plan and budget delivery, maintain communication with administrative units, prepare programme progress reports, contribute to Regional Team meetings, organize international travel for staff, support resource mobilization efforts, and perform other functions as required.

Required Qualifications:
Candidates must possess an advanced university degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in public or business administration, finance, accounting, economics, social sciences, or related fields. Those with a bachelor's degree must have two additional years of relevant professional experience. Additionally, candidates should have at least five years of relevant experience in operations and a working knowledge (level C) of English. FAO core competencies such as results focus, teamwork, communication, building effective relationships, and knowledge sharing are essential for this role.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as public or business administration, finance, accounting, economics, or social sciences.
