Job Overview:
The consultant will play a crucial role in supporting the implementation of the workplan for 2026-2027 of UN Women and the Ho Chi Minh Department of Home Affairs (DOHA HCMC). This position requires coordination and technical assistance to various stakeholders in Ho Chi Minh City, focusing on enhancing knowledge and skills related to gender equality, preventing gender-based violence (GBV), and mainstreaming gender in development programs. The consultant will be responsible for organizing training workshops, conferences, and technical workshops aimed at improving the effectiveness of gender-based violence support services and promoting the Safe Cities Initiative. The role demands strong communication and coordination skills to facilitate collaboration among different partners and ensure successful execution of planned activities.

Duties and Responsibilities:
The consultant's primary duties include:
  • Providing technical assistance and coordination to DOHA HCMC and other partners in organizing three training workshops focused on gender equality, GBV prevention, and gender mainstreaming.
  • Coordinating a conference to review the pilot implementation of the 'One-Stop Service Model' for supporting women and children in Ho Chi Minh City.
  • Organizing a technical workshop aimed at strengthening the role of social work in coordinating GBV support services in the digital era.
  • Facilitating technical exchanges between Military Hospital 175 and Hung Vuong Hospital to promote the uptake of the One-Stop Service Model.
  • Supporting DOHA HCMC in monitoring activities and preparing reports on the implementation of the workplan with UN Women.
  • Engaging in forward-looking discussions regarding the Safe Cities Initiative and necessary investments following the merging of provinces. The consultant will also be responsible for developing concept notes, agendas, and participant lists for all events, ensuring they are approved by relevant stakeholders, and providing evidence of successful coordination through group photos.

Required Qualifications:
Candidates must possess a Master’s degree in Gender and Development Studies, Social Sciences, Political Science, International Relations, Human Rights, Development Studies, or related fields. Additionally, a minimum of 5 years of relevant working experience in gender equality and GBV prevention and response is required. Experience in providing technical assistance and coordination for workshops and trainings, particularly in the context of development project coordination in Ho Chi Minh City, is essential. Previous experience with United Nations Agencies or International Organizations is highly desirable. Candidates should demonstrate strong coordination and communication skills, with the ability to work independently and effectively with virtual teams.

Educational Background:
The educational requirement for this position is a Master’s degree in a relevant field such as Gender and Development Studies, Social Sciences, Political Science, International Relations, Human Rights, Development Studies, or other related areas. This advanced degree is crucial for understanding the complexities of gender issues and the frameworks necessary for effective intervention and support.

Experience:
The consultant should have at least 5 years of relevant experience in the field of gender equality and GBV prevention and response. This experience should include providing technical assistance and coordination for workshops and trainings, as well as a strong background in development project coordination, particularly within Ho Chi Minh City. Familiarity with the workings of UN agencies or international organizations will be an added advantage, as it demonstrates an understanding of the operational context and expectations of such entities.

Languages:
Fluency in Vietnamese is mandatory, as it is the mother tongue of the consultant. Proficiency in English is also required to facilitate communication with international stakeholders. Additionally, working knowledge of another UN language is considered desirable, as it may enhance the consultant's ability to engage with a broader range of partners and resources.
