Job Overview: The Technical Specialist, Health Information System (HIS) will play a crucial role in the EpiC Vietnam project by providing technical expertise in the design, development, and implementation of health information systems that support HIV, tuberculosis (TB), and global health security programs. This position requires close collaboration with government counterparts, including the Ministry of Health and the Ministry of Agriculture and Environment of Vietnam, as well as other stakeholders to strengthen digital health architecture and data systems. The Technical Specialist will ensure that HIS activities align with project workplans, reporting requirements, and industry best practices. Additionally, the role involves supervising and mentoring technical staff and consultants to ensure high-quality and timely delivery of project outputs. The Technical Specialist will also be responsible for promoting the use of data for decision-making through dashboards, analytics, and reporting tools, and will support the application of advanced analytics and digital innovations where appropriate.
Duties and Responsibilities: The Technical Specialist will have a wide range of responsibilities, including but not limited to: providing technical support and guidance for health information systems under the EpiC project; ensuring alignment with project goals and national priorities; supporting the design, development, enhancement, and implementation of data systems for HIV, TB, and global health security; contributing to system integration and interoperability across platforms; ensuring compliance with national data standards and reporting requirements; supporting the development and application of data governance frameworks; promoting the use of data for decision-making; collaborating with government counterparts and stakeholders; providing technical guidance, supervision, and mentorship to project staff; contributing to the development and monitoring of technical workplans, budgets, and project plans; supporting implementation of HIS activities; developing and contributing to technical briefs, reports, presentations, and documentation; participating in technical working groups, stakeholder consultations, and project meetings; and performing other tasks as assigned.
Required Qualifications: Candidates must possess a Master’s degree in public health, health informatics, information systems, computer science, or a related field. Additionally, a minimum of 6 years of relevant experience in health information systems, digital health, or data systems is required. A solid understanding of health information systems, including system design, data flow, and implementation, is essential, along with experience in HIV, TB, or surveillance programs. Knowledge of digital health architecture, interoperability principles, and data exchange standards is also necessary. Candidates should demonstrate an understanding of data governance, including data standards, data quality assurance, and data security principles, as well as experience supporting or implementing health information system activities in Vietnam. Familiarity with national data systems is an advantage, as is prior experience working with NGOs, government agencies, or international organizations.
Educational Background: The educational background required for this position includes a Master’s degree in public health, health informatics, information systems, computer science, or a related field. This advanced degree is crucial for understanding the complexities of health information systems and their application in public health initiatives.
Experience: The position requires a minimum of 6 years of relevant experience in health information systems, digital health, or data systems. Candidates should have a solid understanding of health information systems, including system design, data flow, and implementation, particularly in the context of HIV, TB, or surveillance programs. Experience in program implementation and/or project management, as well as an understanding of donor-funded project requirements, is advantageous.
Languages: Proficiency in both Vietnamese and English is mandatory, with well-developed written and oral communication skills in both languages. This bilingual capability is essential for effective collaboration with local stakeholders and international partners. Additional language skills may be considered an asset but are not mandatory.
Additional Notes: The expected hiring salary range for this role is VND 640,000,000 - 900,000,000 annually for basic salary. The final offer will be determined based on various factors, including relevant years of experience and education, internal equity, market pay, and budget considerations.
