Job Overview: The position of National Consultant for Developing Action Plan for CEDAW Implementation involves providing technical and analytical support to the Government of Vietnam in creating an Action Plan that aligns with the recommendations from the CEDAW Committee. The consultant will work closely with government agencies and technical working groups to ensure that Vietnam's commitments to gender equality and women's rights are effectively implemented. The role requires a comprehensive understanding of gender equality issues, the ability to analyze existing policies and legal frameworks, and the capacity to synthesize complex information into actionable recommendations. The consultant will also facilitate consultations with various stakeholders to gather feedback and ensure the Action Plan is inclusive and effective.
Duties and Responsibilities:
Review and analyze the CEDAW Committee's recommendations, classifying them by thematic areas and identifying priority recommendations for implementation.
Conduct a thorough analysis of existing laws, policies, and institutional frameworks related to gender equality in Vietnam, assessing their alignment with CEDAW recommendations and identifying gaps.
Compile and review recommendations from other international human rights mechanisms to identify cross-cutting issues relevant to CEDAW implementation.
Develop a draft Action Plan that includes an implementation matrix detailing recommendations, existing actions, proposed new actions, timelines, and responsible agencies.
Support the preparation of materials for stakeholder consultations, consolidate feedback, and finalize the Action Plan based on stakeholder input.
Required Qualifications: The ideal candidate should possess strong analytical, research, and drafting skills, with the ability to synthesize complex information into clear, evidence-based findings. Familiarity with Vietnam's legal and policy context on gender equality is highly desirable, along with knowledge of CEDAW and international human rights mechanisms. The candidate should demonstrate effective communication and facilitation skills, particularly in engaging with government, UN, and civil society stakeholders. A commitment to gender equality and women's empowerment is essential.
Educational Background: A relevant educational background is required, typically including a degree in law, social sciences, gender studies, or a related field. Advanced degrees or specialized training in gender equality and women's rights will be considered an asset.
Experience: Candidates should have substantial experience in gender equality, women's rights, or related fields, ideally with a focus on policy analysis and development. Experience working with government agencies, international organizations, or civil society organizations in Vietnam or similar contexts is highly desirable. Proven track record in developing action plans or similar strategic documents will be an advantage.
Languages: Fluency in Vietnamese is mandatory, and proficiency in English is highly desirable. Knowledge of other languages may be considered an asset, particularly in the context of engaging with diverse stakeholders.
