Job Overview: The UN Women Consultant on Gender and Care will play a crucial role in advancing the care economy agenda in Vietnam. This position involves providing demand-driven technical support to integrate gender-responsive care considerations into relevant laws, policies, and programs at both national and subnational levels. The consultant will engage in policy analysis, capacity-building, and research activities related to unpaid care work, paid care services, and the broader care economy. The consultant will work closely with UN Women personnel and stakeholders to ensure that gender equality and care issues are effectively addressed in Vietnam's socio-economic development plans. The role requires a deep understanding of gender equality, women's economic empowerment, and the care economy, as well as strong analytical and communication skills to translate evidence into practical policy recommendations. The consultant will also be responsible for documenting lessons learned and best practices in care-related initiatives, contributing to the development of a comprehensive, gender-responsive care system in Vietnam.
Duties and Responsibilities:
Provide evidence-based policy analysis and technical advice to integrate gender-responsive care considerations into relevant laws, policies, strategies, and programs.
Review and provide substantive inputs on legal and policy documents related to unpaid care and domestic work, paid care services, and care employment.
Support the development and implementation of gender-responsive policies that recognize, reduce, and redistribute unpaid care work.
Conduct capacity-building activities, including designing training programs and delivering workshops on gender-responsive care policies.
Conduct research and knowledge generation activities related to unpaid care work and the care economy, including data analysis and evidence mapping.
Engage with stakeholders to promote knowledge exchange and partnership-building on care initiatives.
Document results of capacity-building activities and stakeholder engagement, including lessons learned and recommendations for strengthening care policies.
Provide coordination and follow-up support for care-related assignments as agreed with UN Women.
Required Qualifications:
Master’s degree or equivalent in Economics with specialization in Gender or Public Policy.
At least 15 years of professional experience in social protection, economics, or public policy, focusing on gender mainstreaming.
At least 10 years of work experience in policy advocacy for gender equality and women's empowerment.
Demonstrated experience in conducting research and policy analysis, preparing analytical reports, and facilitating workshops with government officials and private sector stakeholders.
Excellent analytical and writing skills in English, with the ability to translate complex information into clear and actionable recommendations.
Educational Background: A Master’s degree or equivalent in Economics with a specialization in Gender or Public Policy is required for this position. This educational background is essential to ensure that the consultant possesses the necessary theoretical knowledge and practical skills to effectively analyze and address gender and care issues within the context of Vietnam's socio-economic landscape.
Experience: The position requires at least 15 years of professional experience in social protection, economics, or public policy, with a strong focus on gender mainstreaming. Additionally, candidates should have at least 10 years of work experience in policy advocacy for gender equality and women's empowerment. Experience in mainstreaming gender and care considerations into laws and policies is considered an advantage. The consultant should also have demonstrated experience in conducting research and policy analysis, as well as preparing high-quality analytical reports and policy briefs on gender equality, social protection, or the care economy.
Languages: Fluency in English and Vietnamese is required for this position. Proficiency in both languages is essential for effective communication with stakeholders, conducting research, and preparing reports and policy documents. Knowledge of additional languages may be considered an asset but is not mandatory.

The consultant will work from home with minimal in-person requirements at the UN Women Office in Vietnam. The total number of working days allocated under this contract shall not exceed 300 days over the three-year period, and services will be requested on an as-needed basis. Payment will be made upon satisfactory completion of deliverables, and UN Women does not guarantee the full utilization of the allocated working days. The consultant will be engaged under a retainer contract, which allows for flexibility in assignments based on organizational needs.
