Job Overview:
The position involves working as a national consultant to develop a comprehensive Handbook on Gender-Responsive Policing in Addressing Technology-Facilitated Gender-Based Violence (TFGBV). The consultant will also be responsible for delivering two training workshops aimed at equipping police officers with the necessary skills and knowledge to implement the handbook's recommendations. The overarching goal is to institutionalize gender-responsive policing practices within the police system in Vietnam, ensuring that responses to TFGBV are survivor-centered and aligned with international standards.

Duties and Responsibilities:
The consultant will undertake several key tasks, including: 1) Developing the Handbook on Gender-Responsive Policing in Addressing TFGBV, which involves reviewing relevant legislation, policies, and training materials, as well as conducting consultations with stakeholders to gather inputs. The handbook will cover essential topics such as core principles of gender-responsive policing, procedures for supporting survivors, evidence collection, and inter-agency coordination. 2) Facilitating a validation workshop to gather feedback on the draft handbook and making necessary revisions. 3) Creating a comprehensive training package based on the finalized handbook, including curriculum, training materials, and assessment tools. 4) Delivering two training workshops for up to 100 frontline police officers in Dien Bien and Da Nang, focusing on practical exercises and the application of the handbook. 5) Documenting all activities and submitting a final report summarizing the methodology, outputs, participant feedback, and recommendations for future use of the handbook.

Required Qualifications:
Candidates must possess a Master’s degree in public security, Cybercrime/Cybersecurity, Social Sciences, Law, Gender & Development Studies, or related fields. Additionally, they should have a minimum of 10 years of relevant experience in developing handbooks, tools, and guidance related to laws, public security, or gender equality. Experience in providing technical assistance and training on law, public security, or gender-based violence in Vietnam is essential. Familiarity with the Ministry of Public Security and/or UN agencies in Vietnam will be considered an advantage. Strong analytical and report writing skills in both English and Vietnamese are also required, along with excellent coordination and communication abilities.

Educational Background:
A Master’s degree in a relevant field such as public security, Cybercrime/Cybersecurity, Social Sciences, Law, Gender & Development Studies, or similar disciplines is required for this position. This educational background is crucial for understanding the complexities of gender-responsive policing and the legal frameworks surrounding gender-based violence.

Experience:
The position requires a minimum of 10 years of relevant working experience in the fields of gender equality, public security, or gender-based violence. Candidates should have a proven track record in developing training materials and providing technical assistance in these areas, particularly within the context of Vietnam. Experience working with governmental bodies such as the Ministry of Public Security or international organizations will be highly regarded.

Languages:
Fluency in Vietnamese is mandatory, as it is the mother tongue of the consultant. Additionally, a working knowledge of another UN language is desirable, which would enhance communication and collaboration with international stakeholders.
