Job Overview: The Gender Expert position is designed to provide technical support to the Ministry of Home Affairs (MOHA) in Vietnam, specifically in assessing and updating the National Strategy for Gender Equality (NSGE) for the period 2021-203
The expert will play a crucial role in reviewing existing national reports and data to evaluate the progress of the NSGE, identifying gaps, and making recommendations to enhance gender equality laws and policies in Vietnam. This role requires a deep understanding of the national context, government priorities, and international commitments, as well as the ability to work collaboratively with various stakeholders, including government agencies and civil society organizations. The expert will be expected to apply a gender-transformative and intersectional approach to their analysis, ensuring that the recommendations are evidence-based and aligned with the needs of diverse groups within the population.
Duties and Responsibilities: The duties and responsibilities of the Gender Expert include:
Conducting a comprehensive review of existing national reports, studies, and data related to the NSGE to assess implementation progress, results, gaps, and lessons learned.
Analyzing recent government policy priorities to evaluate the relevance and coherence of the NSGE's objectives, targets, and indicators.
Reviewing relevant legal documents and international commitments to identify gaps between the NSGE and these commitments.
Identifying necessary policy adjustments to reflect the current institutional and development context, national priorities, and international commitments.
Providing recommendations for a strengthened results and monitoring framework, including clear definitions of indicators, baselines, milestones, and reporting flows.
Engaging with stakeholders through facilitation and presentations to ensure that findings and recommendations are effectively communicated and understood.
Preparing a technical review report and final recommendations in both English and Vietnamese, incorporating feedback from relevant stakeholders.
Required Qualifications: The position requires the following qualifications:
An advanced university degree (Master’s or equivalent) in social sciences, gender studies, public policy, international development, or a related field.
At least 15 years of professional experience in gender equality and gender-responsive public policy in Vietnam.
Strong quantitative and qualitative analytical skills, particularly in assessing official statistics and administrative data.
Demonstrated ability to design results frameworks, indicators, and monitoring systems for national strategies or programs.
A proven track record in preparing analytical reports, gap analyses, and policy recommendations in Vietnamese.
Knowledge of the NSGE, CEDAW, and other international commitments related to gender equality.
Prior experience working with government agencies, UN bodies, or international organizations on gender-related legal and policy reforms is highly desirable.
Educational Background: Candidates must possess an advanced university degree (Master’s or equivalent) in a relevant field such as social sciences, gender studies, public policy, or international development. This educational background is essential to ensure that the expert has the theoretical knowledge and analytical skills necessary to effectively contribute to the assessment and updating of the NSGE.
Experience: The position requires a minimum of 15 years of professional experience specifically in the field of gender equality and gender-responsive public policy within Vietnam. This extensive experience is crucial for understanding the complexities of the national context and for effectively engaging with various stakeholders involved in gender equality initiatives.
Languages: Fluency in English is mandatory, as the expert will be required to prepare reports and recommendations in English. Proficiency in Vietnamese is also essential, as the final deliverables must be presented in both languages to ensure accessibility for local stakeholders. Additional language skills may be considered an asset but are not mandatory.
Additional Notes: This position is expected to be a consultancy role with a contract duration that aligns with the project timeline. The expert will be required to deliver specific outputs within set deadlines, with payment structured based on the completion of deliverables.
