Job Overview:
The Team Leader for Quality Assurance will play a crucial role in ensuring the quality and national relevance of the Viet Nam Country Gender Equality Profile (CGEP) 202
  • This position involves overseeing the technical review process of the CGEP, which includes analyzing various chapters that address critical issues such as gender-based violence, human development, and women's leadership. The Team Leader will work closely with UN Women staff, national reviewers, and other stakeholders to ensure that the report is coherent, evidence-based, and aligned with national priorities. The consultant will be responsible for conducting detailed reviews of specific chapters, coordinating inputs from national reviewers, and ensuring that all comments and revisions are accurately incorporated into the final report. This role requires strong analytical skills, a deep understanding of gender equality issues in Vietnam, and the ability to synthesize complex information into actionable recommendations.

Duties and Responsibilities:
  • Participate in an inception meeting with UN Women and the national review team to confirm the purpose, chapter allocation, timeline, and review standards.
  • Conduct overall quality assurance of the CGEP by reviewing the entire report, assessing its structure, coherence, and alignment with findings and recommendations.
  • Provide detailed technical reviews of Chapter 1, ensuring it accurately synthesizes evidence and reflects Vietnam's development context.
  • Review Chapter 2 on Human Development, verifying demographic, health, and education data against national sources and assessing the chapter's analysis of intersecting inequalities.
  • Conduct a technical review of Chapter 3 on Gender-Based Violence, ensuring ethical presentation of data and alignment with national commitments.
  • Review Chapter 6 on Leadership, verifying data on women's representation and assessing barriers to women's leadership.
  • Coordinate and consolidate inputs from national reviewers, providing technical guidance and ensuring consistency in review standards.
  • Conduct final verification of the revised report, ensuring all agreed corrections are incorporated and that the report is free of inconsistencies.

Required Qualifications:
  • Advanced university degree (Master’s degree or equivalent) in gender studies, public policy, governance, political science, law, social sciences, development studies, or a related field.
  • At least 15 years of progressively responsible professional experience in gender equality, governance, public policy, or women's leadership in Vietnam.
  • Demonstrated experience leading quality assurance or technical reviews of major analytical reports or national assessments.
  • Strong knowledge of Vietnam’s gender equality context, including relevant legal and policy frameworks.
  • Experience coordinating multidisciplinary experts and consolidating comments from multiple stakeholders.
  • Familiarity with CEDAW, the Beijing Platform for Action, and the Sustainable Development Goals.

Educational Background:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in relevant fields such as gender studies, public policy, governance, political science, law, social sciences, or development studies. An advanced university degree is considered an advantage for this position.

Experience:
The position requires at least 15 years of progressively responsible professional experience in areas related to gender equality, governance, public policy, and women's leadership, specifically within the context of Vietnam. Candidates should have a proven track record of leading quality assurance processes or technical reviews of significant analytical reports, national assessments, or similar multi-author publications. Familiarity with Vietnam's gender equality landscape, including legal and policy frameworks, is essential.

Languages:
Fluency in English and Vietnamese is mandatory, with excellent drafting, editing, and presentation skills in both languages. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
This is a home-based consultancy position, with the requirement for online coordination and in-person meetings in Hanoi as agreed. The consultant will report to the UN Women Viet Nam Programme Management Specialist and will not administer contracts for national reviewers. The assignment is expected to culminate in a final revised report by 15 December 2026, with 100% payment upon completion of deliverables.
