UN Women Consultant to Support the 2026 UNCT-SWAP Gender Equality Scorecard

Job Overview:
The UN Women Consultant will play a crucial role in supporting the preparation and technical facilitation of the 2026 UNCT-SWAP Gender Equality Scorecard Comprehensive Report. This position requires a deep understanding of gender equality frameworks and the ability to synthesize complex information into actionable insights. The consultant will work closely with the Inter-Agency Assessment Team (IAT) to ensure that the assessment process is participatory, transparent, and consensus-based. The consultant will be responsible for reviewing background documents, developing methodologies, and drafting the comprehensive report, which will assess the performance of the UN Country Team (UNCT) in Vietnam against established gender equality indicators. This role is pivotal as it aligns with the strategic transition to the new Cooperation Framework for 2027-2031, providing an opportunity for evidence-based accountability and setting priorities for future actions in gender equality and women's empowerment.

Duties and Responsibilities:
The consultant will undertake several key tasks, including:

• Supporting the inception and methodology development for the assessment process, including reviewing relevant documents and preparing an inception note.
• Facilitating the IAT in evidence collection and review, including analyzing the Organizational Culture Survey and providing gender parity recommendations.
• Assisting in developing consensus-based ratings and drafting the Comprehensive Report and GEAP-aligned Action Plan.
• Ensuring quality assurance and finalization of the report and action plan, including preparing materials for validation discussions and addressing feedback from UN Women and other stakeholders.
• Preparing upload-ready text for the UNCT-SWAP reporting platform and ensuring compliance with submission deadlines. The consultant will also be responsible for maintaining effective communication with all stakeholders and ensuring that the assessment process is credible and accountable.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in gender studies, international development, social sciences, public policy, human rights, monitoring and evaluation, organizational development, or a related field. A first-level university degree combined with additional relevant experience may be accepted in lieu of an advanced degree. Additionally, candidates should have strong technical expertise in gender equality and women's empowerment, with a proven track record in gender mainstreaming and UN system-wide accountability frameworks. Excellent drafting skills in professional UN English and the ability to analyze complex institutional evidence are essential. Candidates must also demonstrate strong communication, presentation, and facilitation skills, as well as the ability to work independently and manage competing deadlines.

Educational Background:
The position requires an advanced university degree, such as a Master's degree or equivalent, in fields related to gender studies, international development, social sciences, public policy, human rights, monitoring and evaluation, or organizational development. A first-level university degree may be accepted if accompanied by substantial relevant experience. This educational background is crucial for understanding the complexities of gender equality and the frameworks used to assess and promote it within the UN system.

Experience:
Candidates should have at least 10 years of international experience in areas related to gender equality, gender mainstreaming, UN coordination, results-based management, monitoring and evaluation, or institutional accountability. A minimum of 3 years of experience specifically in conducting UNCT-SWAP Gender Equality Scorecard assessments or similar frameworks is required. Experience in facilitating inter-agency consultations and participatory assessment processes is also essential. Familiarity with gender data collection, evidence review, and report drafting is necessary, along with experience in gender parity and organizational culture surveys. Previous work with UN Women or related UN entities is an advantage, particularly in the Asia and Pacific region or Vietnam.

Languages:
Fluency in written and spoken English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the context of gender equality and women's empowerment in Vietnam or the broader Asia-Pacific region.

Additional Notes:
This consultancy is home-based, allowing the consultant to work remotely. The consultant is expected to participate in virtual meetings, consultations, and workshops. No official travel is anticipated unless deemed necessary, in which case prior approval from UN Women will be required. The consultancy will be compensated based on the submission and acceptance of deliverables, with specific payment milestones outlined for each key deliverable. The consultant's performance will be evaluated based on the timeliness, quality, and accuracy of their work, as well as their responsiveness to feedback and ability to facilitate a credible assessment process.
