Job Overview: The Senior IT Officer plays a crucial role in providing technical leadership for the design, development, and implementation of digital disease surveillance and health information systems under the EpiC Global Health Security Activity in Vietnam. This position is pivotal in enhancing surveillance data systems that encompass both human and animal health, aiming to improve the timely detection, reporting, and analysis of infectious and zoonotic diseases. The officer will support evidence-based decision-making for Global Health Security programs, ensuring that the systems align with national digital health strategies and data governance policies. The role requires collaboration with government counterparts and technical partners to strengthen the overall health information infrastructure in Vietnam.
Duties and Responsibilities: The Senior IT Officer will be responsible for a variety of tasks, including but not limited to: providing technical leadership for the design and implementation of digital disease surveillance systems; leading efforts to enhance surveillance data systems for timely detection and reporting of infectious diseases; supporting the integration of data management systems at various health service sites into national surveillance systems; ensuring interoperability of surveillance systems across human and animal health sectors; offering technical guidance on system architecture and data standards; collaborating with government agencies to improve surveillance system design and data sharing; developing data integration solutions and analytics tools; ensuring alignment of surveillance systems with national strategies; providing technical assistance and capacity building to partners; and coordinating with technical partners and software developers for system development and maintenance.
Required Qualifications: Candidates must possess a Bachelor’s degree in technology or related fields, along with a minimum of 7 years of relevant working experience in health information systems. Knowledge and experience in Global Health Security information systems will be considered an asset. The ideal candidate should demonstrate strong organizational skills, attention to detail, and the ability to work effectively under pressure while meeting deadlines. Excellent written and oral communication skills in both Vietnamese and English are essential, as well as the ability to travel as necessary.
Educational Background: A Bachelor’s degree in technology or a related field is required for this position. This educational background provides the foundational knowledge necessary for understanding health information systems and their application in public health contexts.
Experience: The position requires at least 7 years of working experience in health information systems. This experience should encompass a range of responsibilities related to the design, implementation, and management of health information systems, particularly in the context of Global Health Security.
Languages: Fluency in both Vietnamese and English is mandatory for this position. Proficiency in additional languages may be considered beneficial but is not required.
